The Coming Optical Communications — Hickory Manufacturing and Technology Center
(HMTC), located at 1164A 23rd Street SE, Hickory, NC, currently operates under General
Permit No. NCG030000, as evidenced by Certificate of Coverage No. NCG030246.
Analytical results from Outfall # 5 have exceeded the benchmark value for zinc, such that the
facility is subject to Tier Three requirements under Part II, Section B of General Permit No.
NCG030000. The facility previously submitted a Tier Three notification on December 10,
2019 in connection with copper exceedances at this Outfall.
Since HMTC submitted the December 2019 notification, HMTC has taken numerous actions
to reduce the level of metals in its effluent. HMTC reduced the number of roll -off containers
exposed to stormwater, consolidated waste containers to a central location, reduced the
number of steel reels stored on -site by 30%, and updated its outdoor housekeeping practices.
Additionally, HMTC is considering installing covers on the remaining roll -off containers or
installing a canopy to reduce the exposed area of the site, among other potential measures.
The facility will continue to monitor this outfall on a monthly basis, as required under Tier
Two monitoring, and will further evaluate what additional controls may be necessary. Please
