Dear Mr. Londhe, The purpose of this report is to provide the results of qualitative and quantitative stormwater monitoring conducted on April 20, 2020 at the above -referenced site (Site). The monitoring was performed in general accordance with NPDES General Permit (GP) # NCG030000 (effective November 1, 2018 through May 31, 2021). Qualitative Monitoring On April 20, 2020, HDR Engineering, Inc. of the Carolinas (HDR) mobilized to the Site to conduct monthly qualitative monitoring of Outfalls (OF #1, #3 through #5) and Top of Hill (TOH-1) leading down to the rail right of way (ROW). OF #1 is located on the northeast comer of the Site and Galvan Way. Flowing water in this outfall was light tan in color and odorless. There were trace amounts of suspended solids and trace floating solids. No oil sheen was visible. No evidence of erosion or deposition was present. No foam was present during the sampling event. A filter sock was present upgrade of OF #1 and care was taken to ensure that the sample was taken downstream of the filter sock. OF #3 is located on the southwest corner of the Site. Flowing water in this outfall was light tan and odorless. There were trace amount of suspended solids. No floating solids or oil sheen were visible. Slight erosion was present with no evidence of deposition observed. No foam was present during the sampling event. OF #4 is located on the northwest comer of the Site. Flowing water in this outfall was clear and odorless. There were no visible suspended solids or floating solids. No oil sheen was visible at this outfall. No evidence of erosion or deposition was present. No foam was present during the sampling event. OF #5 is located in the middle of the Site. Waterflows from the Blast Building eastward to the outfall. It should be noted that water also flows into this outfall from the adjacent Highway 49. Water in the outfall was light tan in color and odorless. Minor suspended solids were observed in the flowing water at this outfall. It was without noticeable floating solids and foam. No evidence of erosion or deposition was present. A filter sock was present upgrade of OF #5 and care was taken to ensure that the sample was taken downstream of the filter sock. 440 S. The NCDEQ requested that Galvan collect a sample of surface water runoff from this location to further evaluate the site - specific contribution to stormwater quality. Originally, TOH-1 was located at the top of the recent earthwork. It has subsequently been moved west to the rip rap drainage feature and is adjacent to the former groundwater treatment system. Stormwater runoff was tan to brown in color and odorless. It was without noticeable suspended solids. Minor floating solids were observed. No evidence of erosion, deposition, or foam was visible. A filter sock was present upgrade of TOH-1 and care was taken to ensure that the sample was taken downstream of the filter sock. Quantitative Monitoring Subsequent to qualitative observations, HDR collected three stormwater samples for quantitative analysis as follows: OF #1 was analyzed for: • Total Suspended Solids (TSS) usingSM 2540D • pH using EPA 9040 • Copper, lead, and zinc using EPA200.7 • Non -polar Oil and Grease/Total Petroleum Hydrocarbons (O&G/TPH) using EPA 1664B • Total Toxic Organics using EPA608 (pesticides and PCBs), EPA625 (semi -volatile organics), and EPA 624.1 (volatile organics) OF #5 and the TOH-1 location were analyzed for: • TSS using SM 2540D • Copper, lead, and zinc using EPA200.7 Samples were collected in certified clean sample containers provided by Pace Analytical Services, LLC (Pace) and transported under chain -of -custody to Pace for analysis. The results of analyses indicate that benchmark values identified in the GP were exceeded, as follows: • OF #1 o TSS: 131 mg/L (Benchmark: 100 mg/L) o Copper: 0.1920 mg/L (Benchmark: 0.007 mg/L) o Zinc: 6.09 mg/L (Benchmark: 0.067 mg/L) • OF #5 o Copper: 0.0253 (Benchmark: 0.007 mg/L) o Zinc: 3.70 mg/L (Benchmark: 0.067 mg/L) • TOH-1 o TSS: 154 mg/L (Benchmark: 100 mg/L) o Copper: 0.1370 mg/L (Benchmark: 0.007 mg/L) o Lead: 0.1110 mg/L (Benchmark: 0.03 mg/L) o Zinc: 34.5 mg/L (Benchmark: 0.067 mg/L) It is noted that OF #2, installed by NCDOT, is not currently being sampled. During construction, OF #2 was not representative of Site conditions due to ongoing earthwork and surface water drainage re-routing. Subsequent to completion of construction, OF #2 appears stable and may be reconsidered as a representative outfall for the Galvan site. Mr. Harshad Londhe May 15,2020 Page 3 In accordance with the GP, Galvan had previously been required to comply with Tier Two requirements. These include (in addition to those requirements outlined in Tier One) monthly sampling of permitted outfalls (continued until three consecutive sample results fall below or within the appropriate benchmark or benchmark range), submittal of "no flow" reports if sufficient discharge does not occur in any given month, and maintenance of a record of all Tier Two reports in the Stormwater Pollution Prevention Plan (SPPP). Galvan is currently required to comply with Tier Three requirements. The Tier Three requirements state that, if, during the duration of the GP, exceedances occur for any specific parameter on four occasions, Galvan must contact the DWQ Regional Supervisor within 30 days of receipt of the fourth result. This is the twenty-first sampling event since March of 2015 with a TSS exceedance, the twenty-second event with a copper exceedance, the twentieth event with a lead exceedance, and the twenty-second event with a zinc exceedance. As such, Galvan should notify NCDEQ in accordance with the GP. Note that per NCDEQ requirements, Galvan applied for a NPDES Stormwater Individual Permit on March 15, 2019. To date, NCDEQ has not responded to that permit application, thus, Galvan continues to operate under the GP.
