RE: General Stormwater Permit Monthly Sampling Event (September 2020)
Certificate of Coverage No. NCG200513
Dear Mr. Moore:
With this submittal, the United Scrap Metal — Charlotte Facility (USM) is providing the
September 2020 monthly discharge monitoring report. An updated results table is also enclosed.
USM sampled all parameters at all outfalls during September 2020. All outfalls are subject to
tiered activities (see attached analytical table). Zinc concentrations at all outfalls improved and
were below the benchmark concentration. Copper concentrations at Outfalls 001 and 002 were
improved but are not yet below benchmark concentrations.
USM met with Carolina Wetland Services, Inc. on site on September 8, 2020 to review the
potential for additional stormwater control measures at Outfalls 003 & 004. Recommendations
have been received by USM and scheduling is proceeding to install two Regenerative
Stormwater Conveyances (RSC). USM will also continue Tiered SW quality improvement
efforts.
Should you have any questions or comments, please do not hesitate to contact me at 804-621-
7000 or mobile phone 815-693-5052.
Sincerely,
UNITED SCRAP METAL, INC.

' Monthly sampling (instead of semi-annual) must begin with the second consecutive benchmark exceedance for the same parameter at the same outfall.
2 For sampling periods with no discharge at any single outfall, you must still submit this discharge monitoring report with a checkmark here.
3The total precipitation must be recorded using data from an on -site rain gauge. Unattended sites may be eligible for a waiver of the rain gauge requirement.
° See General Permit text, Table 3 or Table 4, identifying protected receiving water classifications where the more protective TSS benchmark applies.
s Stormwater discharges into receiving waters classified as saltwater are subject to the second listed benchmark.
Note: Results must be reported in numerical format. For example, do not report Below Detection Limit, BDL, <PQL, Non -detect, ND, or other similar non -
numerical format. When results are below the applicable limits, they must be reported in the format, "<XX mg/L", where XX is the numerical value of the
detection limit, reporting limit, quantitation limit, etc. in mg/L.
Note:_ if you report a sample value in excess of the benchmark, you must implement Tier 1, Tier 2, or Tier 3 responses. See General Permit

IF YES, HAVE YOU CONTACTED THE DEMLR REGIONAL OFFICE AS REQUIRED BY THE PERMIT? YES ® NO ❑
