Dear Mr. Moore:
With this submittal, the United Scrap Metal — Charlotte Facility (USM) is providing the August
2020 monthly discharge monitoring report. An updated results table is also enclosed. USM
sampled copper and zinc at all outfalls during August 2020 (note that the storm event generating
the discharge, although measurable, resulted in only minor discharge volumes). All outfalls are
subject to tiered activities (see attached analytical table). Monthly monitoring of all parameters
is required at all outfalls, which United Scrap Metal intends to implement going forward.
Biochar filtration inserts have been installed in drop inlets prior to Outfalls 001 and 002 and
potentially need fresh materials. Additional EnviroSoxx filter "logs" installed at Outfalls 003
and 004 on April 15, 2020 have not yet produced the desired results. USM will continue Tiered
SW quality improvement efforts. A meeting with contractor(s) and consulting engineer(s) is
scheduled for September 8, 2020 to discuss additional measures to remove metals from SW
runoff through Outfalls 003 & 004.

Monthly sampling (instead of semi-annual) must begin with the second consecutive benchmark exceedance for the same parameter at the same outfall.
'For sampling periods with no discharge at any single outfall, you must still submit this discharge monitoring report with a checkmark here.
3The total precipitation must be recorded using data from an on -site rain gauge. Unattended sites may be eligible for a waiver of the rain gauge requirement.
See General Permit text, Table 3 or Table 4, identifying protected receiving water classifications where the more protective TSS benchmark applies.
5 Stormwater discharges into receiving waters classified as saltwater are subject to the second listed benchmark.
Note: Results must be reported in numerical format. For example, do not report Below Detection Limit, BDL, <PQL, Non -detect, ND, or other similar non -
numerical format. When results are below the applicable limits, they must be reported in the format, "<XX mg/L", where XX is the numerical value of the
detection limit, reporting limit, quantitation limit, etc. in mg/L.
Note: If you report a sample value in excess of the benchmark, you must implement Tier 1, Tier 2, or Tier 3 responses. See General Permit.
