Box 296 Robbins, NC 27325 SUBJECT: 3/24/2015 Compliance Evaluation Inspection Town of Robbins Robbins WWTP Permit No: NC0062855 Moore County Dear Mr. Sheffield: Donald R. van der Vaart Secretary Enclosed please find a copy of the Bioassay Compliance Evaluation Inspection form from the inspection conducted, on 3/24/2015 and 3/26/2015: The. Bioassay Compliance Evaluation Inspection was conducted by Mark Brantley, Environmental Senior Specialist, of the Fayetteville Regional Office. The cooperation and assistance by Jeremy Monroe, facility operator, was greatly appreciated. The facility was found to be in. Compliance with permit NC0062855. As a reminder, preservation of the Waters of the State can only be achieved through consistent NPDES Permit compliance. Comments > A Whole Effluent Toxicity test was collected at Outfall 001 from the Robbins WWTP's 24-hour composite equipment on March 24,.2015 and March 26, 2015 for use in a chronic Ceriodaphnia dubia pass/fail toxicity test. These samples were sent to the Division of Water Resources (AT) Laboratory (located on Reedy Creek Road. in Raleigh). The results of this test have not been released at this time. Results will be forwarded to the Town at a later time. > The Division of Water Resources would like to commend the Town for removing the trees that could potentially have caused structural damage to the facility and operational problems with equipment. This office understands that the Town is planning to use the water reuse system since leaf material and pine straw in the system will no longer be a problem.. > The grit removal system is currently offline due to the high cost to rehab the system: The introduction of sand and. grit into the waste treatment system can cause unnecessary wear and tear on pumps which can cause costly repairs. If enough grit and sand is allowed to enter the system then the amount of available treatment volume can be reduced. This item was also mentioned in the inspection letter dated August 15, 2014. This issue has been mentioned in previous inspection letters dated May 25, 2012, January 7, 2013, and August 15, 2015. Currently the little digester is capable of handling the WWTP sludge. > There are 4 blower units for treatment trains Land 2. At the time of the inspection 3 of the blowers were operational. The fourth blower has been out service for an extended period of time. > Maintenance logs and the ORC log were up to date at the time of the inspection. > Laboratory records were compared to the monthly report for November 2014 andno transcription errors were found at that time. . > The decanting valves on the little digester are becoming difficult to operate. Please repair or replace these valves as necessary. > Currently treatment train #1 is being used as an equalization basin for the caustic liquid that leaked from the storage tank. Facility staff is slowing adding this material into the active treatment unit to dispose of the material and avoid a plant upset.
