PART II - DESCRIPTION OF WASTES AND TREATMENT WORKS

The existing facility consists of the following:
Headworks: located approximately 275 yards away from the main facility. The headworks
consist of mechanical influent grit removal, manual and automatic bar screens, waste is
then pumped via three (3) submersible dry pit influent pumps to main treatment units. The
headworks has backup power.
Main Units: consists of an influent splitter box to two (2) 0.65 MGD units each consisting
of a 0.65 MGD aerated activated sludge basin utilizing fine -air diffusers in the outer ring
with 0.75MGD center clarifier. Flow is then combined to enter a duel train gas
chlorination basin, dechlorination basin with one (1) wet well post diffused aeration basin.
Flow is measured via ultrasonic flow meters (one [1] per side) and effluent travels via
gravity 4.2 miles to the Deep River. Sludge holding and treatment consist of one (1) 0.4
MGD primary digester/holding tank abandoned, one (1) 0.1 MGD secondary aerobic
digester/holding tank with diffused aeration, and drying beds used only on an emergency
basis. Chemical storage/feed facilities are included for alum and caustic. Standby
generator is present for main units operation.

It is the recommendation of this office, in keeping with basinwide strategy, that this Permit be reissued as a
tiered permit at 0.5 MGD that allows for the return to 1.3 MGD once the discharge flow exceeds the Grade
III 0.500 MGD.

Enclosed you will find a copy of the Compliance Evaluation Inspection (CEI) report for the
inspection conducted on October 31, 2005 at the Town of Robbins Wastewater Treatment Plant,
accompanied by Brant Sikes, Town of Robbins ORC. As part of the inspection a tour of the
Wastewater Treatment Plant was conducted. All observations and recommendations are in Section
D. Summary of Findings/Comments of this inspection report. In the future, a sampling inspection
for the whole effluent toxicity and chemistries will be performed at your facility and combined with
this CEI report.
The wastewater treatment plant appeared to be in compliance with the Town of Robbins
NPDES permit. Please note that the housekeeping that was performed by the ORC was acceptable.
However, the appearance of the grounds of the wastewater treatment plant was below average and
not favorable. It was blemished by the accumulative collection of several items in disrepair:
vehicles that included a fire truck, a street department truck, a Buick car, a Dodge Ram truck (that
was the former wastewater treatment plant truck), a 2,000 gallon sludge hauling truck (that was the
former wastewater treatment plant sludge hauling truck), a police car, a generator, a pump, a
conventional bar screen, and stainless steel diffusers; and, there were rock piles, brush piles, and dirt
piles located near the front gate. Please send a letter to this office by January 1, 2006, that explains
the purpose of keeping the above listed items on the premises of the wastewater treatment plant, and
please include a Plan -of -Action for the removal of the above mentioned items.

The wastewater treatment plant was found to be in compliance with the Town of Bobbins NPDES permit. A
Compliance Biomonitoring Inspection will be scheduled in the near future, and this CEI report will be included
with the Compliance Biomonitoring Inspection (BID) report. The general wastewater treatment plant housekeeping
that was performed by the ORC was acceptable. However, the appearance of the grounds of the wastewater
treatment plant was below average and not favorable. It was blemished by the accumulative collection of
several items in disrepair: vehicles that included a fire truck, a street department truck,. a Buick car, a
Dodge Ram truck (that was the former wastewater treatment plant truck) , a

Comment: Once per day, Monday through Friday, the grit rake is manually turned on. The grit chamber motor had
excessive noise and vibration. According to the ORC, a new bearing is needed. Presently, rainwater that falls into
the open grit collection barrels will drain onto the ground. Please remedy this situation so that contaminated water
will not flow onto the ground.
