The purpose of the inspection was to verify that the collection system is in compliance with the conditions and limitations specified within Title 15A of the North Carolina Administrative Code, Subchapter 2T, Section .0403 (15A NCAC 2T .0403) and the assigned Deemed Permit WQCSD0481. Present during the inspection were Lane Chilton, Greg Spillman, Brian and Sam, all with Carolina Water Services, Inc. as well as myself (Bryan Lievre) with DWR. Flow from the Regalwood wastewater collection system travels to the Regalwood wastewater treatment facility (WWTF), Permit NC0032239. The Regalwood WWTF had an average flow of 75,000 gallons per day over the last year (7/1/2020 — 6/31/2021). The collection system includes: o Approximately 21,394 linear feet of eight (8) inch diameter gravity sewer pipe; o Approximately 1,104 linear feet of six (6) inch diameter force main; o Approximately 95 manholes; and, o One duplex pump station. Included within the above lengths of piping are two sections of "high -priority sewer," as defined within 15A NCAC 2T .0402. The first section of high -priority sewer piping includes approximately 310 linear feet of elevated eight (8) inch diameter gravity pipe along the eastern half of the dirt drive leading to the WWTF. The second section of high -priority sewer pipe includes approximately 1,761 linear feet of submerged eight (8) inch diameter gravity pipe which travels alongside the southern side o a streambank for an unnamed tributary of Northeast Creek. This second section of piping (as well as the unnamed tributary) extends north of and parallel to Country Club Road, within an easement along the rear (north side) of the properties, and extends along the east side of Windsor Court to the east side of Regalwood Drive. The single and only duplex pump station was equipped with visual and audible alarms as well as connections for a portable generator and was connected to a telemetry system. The system staff have taken numerous actions to prevent SSO's from occurring in the future. Some of these actions include the installation of rain sentry devices at five to seven manholes with severe localized flooding as well as installing a higher capacity headworks station. A recommendation was made to staff to better document the location of the installed sentry devices and check with the manufacturer to ensure that maintenance of these structures is properly performed and documented (e.g. sediment removal, proper seating of structures, etc.). The facility is in compliance with the deemed permit conditions, as specified within 2T .0403. Please review the comment sections of the inspection report for more details. The duplex pump station has a surrounding chain -link fence with lockable gate. The high level float was raised and the audible and visual alrams activated and the telemetry system sent a notification to the operator. Observation of the visual alarm was limited and for this reason, system staff placed a call to their electrician to install a secondary light.
