Dear Mr. Brown and Ms. Homewood,
The applicant, Cashiers Canoe Club Development, LLC, is requesting a modification to the US Army
Corps of Engineers Section (USACE) 404 permit and NC Division of Water Quality (DWQ) 401
Certification dated January 14, 2021 and April 8, 2020, respectively. There are no proposed increases
in authorized impacts to wetlands (7.13), open water 4.73 acres) or streams (0 lf.) resulting from this
minor modification. Please note that the scope of the overall project purpose and planned dredging
quantities have remained the same.
The applicant proposes to reconfigure the open water impacts as shown on the revised Figure 3
(attached). This will be done by removing open water impact #2 (0.52 acres) on the east side of
the lake and relocating this open water fill and bulkhead to the west side of the lake to combine
with Open Water impact #5 (0.87 acres). This will make the combined open water impact #5 1.39
acres.
This minor change within the authorized permit limits will (1) reduce the land disturbance area
within the lake, (2) eliminate a haul road and temporary culverts within the lakebed for moving
dredged material (3) provide the same total acreage to dispose of approximately 14,000 cubic yards
(4) move all open water impacts to one side of the lake which, the applicant believes will simplify
and expedite the dredging process.

The applicant is also proposing an additional option for the bulkhead walls. Approved plan
(LandDesign Sheet C3-04) details vertical bulkhead walls constructed with precast concrete, wood
or steel. The applicant is including an additional wall detail on this revised sheet (attached) that
may be used in combination with the approved bulkhead wall.
