On June 26, 2007, the 401 OversightlExpress Permitting Unit of the Division of Water Quality received a request
from Melanie McKinney, of S&ME, regarding a project known as "Oxford Retail Investment, LLC" for
acceptance into the Express Review Program. This letter advises you that your project will be accepted into the
Express Review Program once the following items are received:
1. The application fee of $2,000.00 [for Riparian Buffer Authorization and Stormwater Management Plan
review/approval], made payable to the North Carolina Division of Water Quality];
2. Five (5) complete and collated copies of the PCN Application;
3 . One (1) copy of the Addendum; and
4. Five (5) copies of all site plan information pertaining to this project (please refer to the Addendum

5. Three (3) copies of the stormwater management plan and all required information (refer to
http://h2o.enr.state.nc.us/ncwetlands/documents/Exp Rev SWMA.pdf]. Please review the stormwater
management requirements, particularly the diffuse flow and nutrient reduction requirements for the Tar-
Pamlico River Basin.
Thank you for your attention to this matter. Please keep in mind that the clock for this project will not start until
receipt of the completed application package and required fee are received. If the impacts are greater than
indicated on the initial interest form and/or the services are different, you may be required to remit an additional
