The Class A Residual (Harnett County Regional WTP) is generated by treatment of potable
water. The generated residuals are stable and contain minor amounts of nitrogen, phosphorus and
potassium value for their application as a soil amendment. Harnett County Regional WTP is
permitted for land application to farmland in accordance with Permit No. WQ0014885.
Provisions for Application
Application of Harnett County Regional WTP is prohibited except in accordance with the
provisions specified in the Application Information Sheet. Application must conform to standards
identified in Permit WQ0014885 and include but are not limited to:

Application Information Sheet
1. Harnett County Regional WTP is intended for use as a soil amendment. Applications of
Harnett County Regional WTP should be made in accordance with approved application
standards and WQ0014885 permit conditions.
2. Harnett County Regional WTP shall not be applied to flooded, frozen, or snow covered
areas.
3. Application and storage of Harnett County Regional WTP must be conducted in such a
way as to prevent runoff from the application or storage site to any surface water.
4. Applications and loading rates of Harnett County Regional WTP shall be applied at rates
that comply with realistic yield expectations based on the soil series and crops found at:
http://nutrients.soil.ncsu.edu/yields/.
5. Harnett County Regional WTP shall not be applied if the land fails to assimilate the
material or the application causes the contravention of surface water or groundwater
standards.
6. Harnett County Regional WTP shall not be applied within the 100-year flood elevation,
unless the residuals are injected or incorporated within a 24-hour period following a
residuals land application event.
7. Harnett County Regional WTP shall not be applied during a measurable precipitation
event (i.e., greater than 0.01 inch per hour), or within 24 hours following a rainfall event
of 0.5 inches or greater in a 24-hour period.
8. Harnett County Regional WTP shall not be applied if the slope is greater than 10% for
surface applied material, or if the slope is greater than 18% for injected or incorporated
material.
9. Harnett County Regional WTP shall not be applied if the land does not have an
established vegetative cover unless the residuals are incorporated or injected within a 24-
hour period following a residuals land application event. Any field that is in a USDA no -
till program shall be exempted from meeting this vegetative cover requirement.
10. Harnett County Regional WTP shall not be applied if the soil pH is not maintained at 6.0
or greater unless sufficient amounts of lime are applied to achieve a final soil pH of at
least 6.0, or if an agronomist provides information indicating that the pH of the soil,
residuals and lime mixture is suitable for the specified crop. Any approved variations to
the acceptable soil pH (6.0) will be noted in the permit.
11. Harnett County Regional WTP shall not be applied if the vertical separation between the
seasonal high water table and the depth of residuals application is less than one foot.
12. Harnett County Regional WTP shall not be applied if the vertical separation of bedrock
and the depth of residuals application is less than one foot.
