PROJECT NARRATIVE
Project Description
The purpose of this project is to develop an auditorium for events and music with a scenic view
of the Blue Ridge Mountains. The project is being designed as a "Low Density" project with
regard to the Burke County UDO and NC Stormwater guidelines. Approximately 2.0 acres will be
disturbed during this construction period. The rough grading of the project started on
November 18t" has already been completed as of the date of this plan submittal. It has been
seeded down with temporary groundcover. When building plan comments from Burke County
were received by the owners, it was realized that an Erosion Control Plan would be required for
the project. The owners immediately contacted J. David Ledford, RLA to develop the enclosed
plan for this permitting process. With a few comments back from the Asheville Regional Office,
it was noted that a NC Stormwater permit would be possibly required with respect to the site
being in an Outstanding Resource Watershed. The enclosed plans were revised and additional
application forms are included. The site is 5.5 acres located at 5436 Laurel Haven Avenue in
Morganton, NC and Burke County (See Vicinity Map).
Site Description
The site has rolling topography with slopes from 6 to +10%. Slopes steepen when getting close
to the property line to the northern and western sides of the property. Areas to the north and
west are heavily wooded and the front section of the existing private road right of way is open
grassed. With the existing conditions of the site being temporarily stabilized, there are no signs
of significant erosion.
Adjacent Property
All adjacent properties are residential single family home lots and larger land tracts. Sediment
control measures will be taken to prevent damage to all surrounding parcels and the starting of
a Henry Fork drainage tributary running to the northwest of the site.
Stormwater Treatment / Management
The existing flow on -site is basically sheetflow because of the ridge line running the
approximate center line of the gravel road. As proposed in the enclosed plans, the grading is in
keeping with the existing topography on -site with only minor grading and smoothing for the
development of a gravel parking area and building pad location. No plans for any concentrated
ditch or pipe flow. The site being Low Density with <12% BUA, maintaining existing stream
buffers and maximizing dispersed flow through vegetated areas, there are no engineered
stormwater BMP's proposed. The rustic and natural character of minimal impact to the site is
what the project owner is interested in having with the proposed venue use.
