Dear Sirs,
We are resubmitting revised applications (CAMA Major, PCN -401 and NWP3) for a bridge to bridge replacement on
Beaufort bridge #126 over Jordan Creek on SR 1725 Pamlico Beach Rd. The conditions of the 35'x 25.3' existing
bridge require replacement. The new structure will be a 50' x 33' cored slab bridge.
Permit Site Impacts:
There will be no Buffer impacts due to Coastal wetlands on all quadrants pushing the buffers beyond the project area.
There are no 404 wetland impacts separate of the 1454 sq. ft. of coastal wetland impacts to accommodate the new
shoulder requirements for the new structure.
There are 1305 sq, ft. of open water impacts.
Avoidance and Minimization:
NCDOT has researched this site and a bridge to pipe would have significantly reduced coastal wetland impacts but was
not a viable option due to WRC recommendations and Jordan Creeks PNA designation. The new structure was
designed to meet or exceed the existing level of service for the site. Because CAMA requirements hold us to
maintaining the existing navigable clearance side slopes have been reduced to 2:1 to minimize coastal wetland impacts.
Compensatory Mitigation:
The 1454 sq. ft. of permanent coastal wetland impacts will require mitigation at 1:1 ratio by the NC Div. of Coastal
Management. These impacts will be debited from the Campbell Creek Phase 1 mitigation site. A debit ledger will be
included in the application.

1. The Corps of Engineers believes that there may be jurisdictional waters of the United States
on the subject site, and the permit applicant or other affected party who requested this
preliminary JD is hereby advised of his or her option to request and obtain an approved
jurisdictional determination (JD) for that site. Nevertheless, the permit applicant or other person
who requested this preliminary JD has declined to exercise the option to obtain an approved JD
in this instance and at this time.

General Permit (NWP) or other general permit verification requiring "pre- construction
notification" (PCN), or requests verification for a non - reporting NWP or other general permit,

Compensatory Mitigation
The Campbell Creek Mitigation Site was constructed in 2006 as compensatory mitigation
to offset unavoidable impacts associated with Tetterton Road (SR 1963). The project site
is located approximately seven miles east of Aurora in Beaufort County. The Phase I site
is adjacent to Campbell Creek and is approximately 29 acres in size. The site has
undergone four years of successful hydrologic and vegetative monitoring as of the 2009
monitoring year.
In order to offset unavoidable Coastal Wetland impacts associated with Bridge 126
(WBS# 17BP.2.R.14) in Beaufort County, the Campbell Creek Mitigation Site will be
debited 0.03 acres of Brackish Marsh Creation. This debit is reflected in the debit ledger
below.

I visited Bridge #126 over Jordan Creek on SR1725 in Beaufort County with Jay on
November 23, 2011 and determined that the bridge is over the Public Trust waters of
Jordan Creek and adjacent to Coastal wetlands which were delineated at the time of
,the visit. The replacement project will require a CAMA permit, either a General
Permit or Major Permit, depending of the level of impacts associated with the

Project Description: Bridge No. 126, a timber bridge measuring 35' long by 28' wide, on SR 1725
(Pamlico Beach Road) over Jordan Creek, is to be replaced by a proposed pipe and /or aluminum box
culvert. Bridge No. 126 was originally built in 1964. Per the submitted form, the Area of Potential
Effects (APE) measures approximately 500' from either end of the bridge, and extends 30' out from the
centerline of the road, staying entirely within the existing ROW for SR 1725.
SUMMARY OF CULTURAL RESOURCES REVIEW
Brief description of review activities, results of review, and conclusions:
A map review and site file search was conducted at the Office of State Archaeology (OSA) on
Thursday, December 1, 2011. A comprehensive archaeological survey at this particular bridge location
has never been conducted. No archaeological sites have been recorded within one -half mile of the
proposed project. Digital copies of HPO's maps (Ransomville Quadrangle) as well as the HPOWEB
GIS Service (http: / /gis.ncdcr.gov /hpoweb/) were reviewed on Monday, December 5, 2011. There are no
known historic architectural resources located within the project area that may have intact
archaeological deposits within the footprint of the proposed project. In addition, topographic maps,
historic maps (NCMaps website), USDA soil survey maps, and aerial photographs were utilized and
inspected to gauge environmental factors that may have contributed to historic or prehistoric settlement
within the project limits, and to assess the level of modern, slope, agricultural, hydrological, and other
erosive -type disturbances within and surrounding the archaeological APE.
Brief Explanation of why the available information provides a reliable basis for reasonably predicting
that there are no unidentified historic properties in the APE:
All proposed project activities are to take place within the existing 60' ROW for SR 1725 (Pamlico
Beach Road). Although this is a State - funded project, Federal permits are required. Also, NC GS 121 -
12a does not apply since there are no eligible or potentially eligible (i.e. National Register- listed)
archaeological resources located within the project's Area of Potential Effects (APE) that would require
our attention. A review of USGS maps, Web Soil Survey ( http : / /websoilsurvey.nres.usda.gov /app), and
Beaufort County GIS reveal a project area (i.e. APE) composed four (4) soil types: Altavista fine sandy
loam, 0 to 2 percent slopes (AaA), Augusta fine sandy loam (At), Currituck muck, frequently flooded
(Cu), and Tomotley fine sandy loam (To). Bridge No. 126 is scheduled to be replaced by a smaller
structure (i.e. a pipe or an aluminum box culvert) with all activities to occur within the existing ROW
for SR 1725. A road widening project within the vicinity (SR 1723 — ER 07 -2366) was said to have a
low probability for NRHP - eligible archaeological sites based on its topographic setting. With that in
mind and the limited width of the ROW corridor, the current project as proposed is considered to have a
low potential for containing intact archaeological materials on account of the level of disturbance
associated with maintaining the existing ROW for SR 1725. Therefore, an archaeological survey is not

recommended. However, if the description of this project changes and /or design plans are made
available prior to construction, then additional consultation will be required. As currently proposed, this
bridge replacement project is unlikely to affect any significant NRHP - eligible archaeological resources.
No further archaeological work is recommended.

SUMMARY OF CULTURAL RESOURCES REVIEW
Brief description of review activities, results of review, and conclusions: HPOWeb reviewed on 5
December 2011 and yielded no NR, SS, SL, DE, or LD properties in the project area. Beaufort County
current GIS mapping, aerial photography, and tax information (viewed 5 December 2011) suggested the
presence of properties containing pre -1962 resources in the Area of Potential Effects (APE), and a field
survey accordingly was conducted on 15 December 2011. The APE extends 600 feet to either end of the
existing bridge (N -S) and 100 feet to either side of the existing SR 1725 (Pamlico Beach Road) centerline
to encompass all proposed construction activities as currently defined. Constructed in 1964, Bridge No.
126 is not eligible for the National Register of Historic Places according to the NCDOT Historic Bridge
Survey as it is not historically, architecturally, or technologically significant. A commercial and two
residential buildings stand at the SR 1725 (Pamlico Beach Road) /SR 1722 (S. Savanna Road) intersection
(Winsteadville), approximately 500 feet north of the existing Bridge No. 126. The defining elements of
the properties are located beyond project impact. The APE, including the permit area, does not contain
properties listed in the National Register of Historic Places. A finding of "no historic properties affected"
will satisfy both GS 121 -12(a) and Section 106 compliance requirements for historic architecture.
Should any aspect, Including an off -site detour and related improvements, of the project
change, please notify NCDOT Historic Architecture as additional review may be necessary.
