Subject: R -2527 railroad study area SiteVerification 5131106.
Reference: Orthophotography with site numbers and locations.
A site verification was performed for R -2527 on May 31, 2006 with Richard Spencer
(USAGE), Polly Lespinasse (NCDWQ), Susan Thebert ( NCDOT) and Eric Adrignola
( NCDOT). The following is a summary of the findings.
NWS1: Northwest quadrant stream 1 is within a wetland. The consultant that completed
the NRTR for this project did not previously delineate this stream. Only the stream was
verified at this time not the wetland (The wetland was delineated by the consultant and
will be verified at a later date). The stream at NWS 1 was determined to be an intermittent
stream. No mitigation determination was made for this site at this time.
NWW1: Northwest quadrant wetland 1. This wetland is not isolated and is connected.
NWW2: Northwest quadrant wetland 2. The wetland boundary of this wetland was
moved out and upward approximately 20 -25 feet (ft). An additional GPS point was
recorded that afternoon. This wetland is not isolated.
NEW2: Northeast quadrant wetland 2. This site was determined to be a man -made
feature (depression that holds water) and considered non - jurisdictional by the USACE.
NEW1: Northeast quadrant wetland 1 is the largest wetland in the study area. Added
"Drainage Pattern in Wetlands" as a primary indicator on the Data Form for Routine
Wetland Determination at this site. This site is not isolated.

SEW1 and SES1: Southeast wetland I and southeast stream l are located immediately
west of NC 109 opposite of West Middle school. The stream was determined to be
intermittent and the wetland jurisdictional. Mitigation was not determined at this time.
SEW2: Southeast quadrant wetland 2 immediately east of the railroad. This site was
determined to be a man -made feature (skid -row depression) and considered non -
jurisdictional by the USACE.
SWS3: Southwest stream 3 is located at the extreme south end of the study area. Increase
score of sinuosity to at least 2 and change Hydric soils present to yes. This stream was
determined to be perennial and considered jurisdictional.
SW pond: Pond that is located in the southwest quadrant. Use the high water mark as the
pond boundary (not the lake level). The lake level was below the high water mark
approximately 1 -2 ft. Table 2 summarizes each site.

Attached is a revised orthophotograph with the above corrections. A revised GPS map of
NWW2 showing the wetland boundary change is also attached.
Sites SWS 1 and SWS2 were not visited during the site verification but Stream
identification forms (rating forms) were included in the packet handed out.
