Facility and Address: Town of Robbins Wastewater Treatment Plant PO Box 296 Robbins, NC 27325 2. Date of Investigation: October 13, 2010 3. Directions to Site: From Fayetteville, travel on Hwy 24 to the Town of Robbins. Turn right onto Hwy NC 705 and just after crossing Bear Creek on the outskirt of Robbins, turn right onto Sewer Plant Road. 6. Discharge Point(s), List for all discharge points: WWTP --- Latitude: 35°26'40" N Longitude: 79°35'40" W Discharge Point --- Latitude: 35°25'45" N Longitude: 79°33'12" W Attach a U.S.G.S. map extract and indicate the treatment facility site and the discharge point on the map. U.S.G.S. Quad No. U.S.G.S. Quad Name: F-20NE Robbins, N.C. 7. Site size and expansion area consistent with the application? Yes. The application did not reference area available for expansion. It does not appear that land would be available should the facility expand. 8. Topography (relationship to the flood plain): The WWTP site is flat. The surrounding topography does dramatically change at the WWTP boundary; it is immediately adjacent to Bear Creek. 9. Location of the nearest dwelling: None observed within 900 feet. 10. Receiving stream or affected surface waters: a. Classification: 'Deep River Index Number 17-(25.7) Classification C, HQW b. River Basin No. 03-06-10 and Sub basin No.: CPF10 c. Describe receiving stream features and the pertinent downstream uses: The discharge from the Town of Robbins wastewater treatment facility flows to Deep River, at a point with a 7Q10 of 18.7 cfs flow (as according to the Whole Effluent Toxicity Testing Self -Monitoring Summary --- see attachment). It is classified as Class C, HQW waters, which promotes aquatic life propagation and survival, fishing, wildlife, primary recreation, and agriculture, and waters used as sources for potable water supply. PART II - DISCRIPTION OF WASTES AND TREATMENT WORKS Volume of wastewater to be permitted: (Ultimate Design Capacity) b. What is the current permitted capacity of the Wastewater Treatment facility? 1.3 MGD 1.3 MGD Actual treatment capacity of the current facility (current design capacity)? 1.3 MGD d. Please provide a description of the existing or substantially constructed wastewater treatment facility: According to the description of the treatment process submitted in the NPDES application, dated September 2, 2010: "All wastewater is conveyed to the Robbins Wastewater Treatment Plant via a permitted collection system. The collection system consists of approximately 8.4 miles of gravity sewer, 1.5 miles of force main, and three duplex pump stations one of which is the main headworks lift station. The Town of Robbins Wastewater Treatment Plant is an extended aeration facility. It has a design capacity of 1.3 MGD, however we are operating at a tier 2 reduced flow of 0.5 MGD because of low flow. Treatment is initiated at a preliminary treatment unit (headworks), which consists of grit removal unit, semi -cylindrical fine screen, and manual bar screen. This lift station is about a quarter mile from WWTP. De -gritted and screened wastewater is pumped to a secondary treatment unit. Dual activated sludge treatment units are provided with integral center -feed clarifiers. Mixing and aeration are provided by diffused aeration. Caustic soda is added at the head of the system at a manhole right before the splitter box to add alkalinity. Aluminum sulfate is added prior to the clarifiers to facilitate settling of the solids. Clarified effluent is disinfected by chlorination and then wasted to an aerobic digester for further stabilization. After digestion is completed, the stabilized sludge is land applied in liquid form onto permitted land application sites. The effluent from the wastewater treatment plant is discharged into the Deep River, in the Cape Fear River Basin. It is discharged through an outfall line which is about 4 miles from the plant to Deep River." Aditional descriptive notes: The headworks is located approximately 275 yards away from the main WWTP. The main lift station has three submersible dry pit influent pumps and a back up generator rated at 155 KW. Each of the two secondary treatment units at the WWTP has a design flow rate of 0.65 MGD. The aerobic sludge digester has a capacity of 360,000 gallons, and an abandoned sludge digester that has a capacity of 150,000 gallons. The drying beds were abandoned, or only used for emergency purposes. The WWTP generator was rated at 400 KW. e. Possible toxic impacts to the surface waters: None 2. The applicant is not requesting modification of the facility or increasing flow at this time. 2. A review of the compliance data did not reveal any significant violations. 3. Based upon the previous Compliance Evaluation Inspection (CEI) that was conducted on October 13, 2010, all units were operational except the aerobic digester. As a temporary measure, the #1 aeration basin was presently used as a digester until the aerobic digester is repaired. According to the ORC, the Town intends to budget the repairs in the next fiscal year. It is the recommendation of this office, in deeping with basinwide strategy, that this Permit be reissued as a tiered permit at 0.5 MGD that allows for the return to 1.3 MGD once the discharge flow exceeds the Grade III of 0.5 MGD. 4. This Office recommends continuation of the Special Conditions for the Whole Effluent Toxicity monitoring. As part of the inspection a tour of the Wastewater Treatment Plant was conducted. All observations and recommendations are in Section D. Summary of Findings/Comments of this inspection report. The wastewater treatment plant appeared to be in compliance with the NPDES permit. Please note that the housekeeping that was performed by the ORC was acceptable. However, the area near the entrance of the wastewater treatment plant appeared to be a storage area for vehicles, of which included a Fire Department trailer, a truck that was painted in a camouflaged pattern, a police vehicle, and garage door metal parts that were stored near the fence. By November 20, 2010, please send a letter to this office that explains the purpose of keeping the above listeditems on the premises of the wastewater treatment plant; and, please include a Plan -of -Action for the removal of the above mentioned items. It is highly suggested that the Town perform repairs to the aerobic digester, as this is one of the units listed in the NPDES permit. Is there an emergency agreement with a fuel vendor for extended run on back-up power? Is the generator fuel level monitored? Comment: When the power fails at the WWTP, plant staff will be paged. They must go to the POTW to start all of the electric motors, because the facility was not equipped with an automatic transfer switch. The generator handled the whole plant, the digester, etc. The generator was tested and documented at a frequency of once per week for two hours (not under load). The WVVTP had a 400 KW generator, and the Influent Pump station had a 155 KW generator.
