This site is being utilized by the North Carolina Department of Transportation as compensatory mitigation for the road construction of R- 2417BA, the US 4211NC 87 Sanford Bypass. DWQ staff conducted a site visit on May 27, 2008, to verify compliance with the mitigation requirements identified in the permit. During the site visit, staff noted that the site was well vegetated with native species and that the proper hydrology was present. By copy of this letter, we are notifying you that no further monitoring of the site will be required since the construction and success criteria for the mitigation site have been met. No. 001432 Mr. Spencer: As you are aware, the Department has monitored the UT to Bull Run Stream Relocation Sites since their construction in May of 2003 (Site #14) and April of 2004 (Site #22). Located in Lee County, adjacent to the US 421/NC 87 Sanford bypass, these sites provide 154 linear feet of stream relocation for impacts associated with the R-2417BA project. The stream relocations were constructed and revegetated with bottomland hardwood species. Per permit requirements, NCDOT was required to quarterly monitor the relocated sites for channel stability by visual observation for two years or until success criteria were met. Individual quarterly monitoring data is available on NEU's website for 2006-2008. This monitoring will include adequate visual monitoring of planted vegetation quarterly for a minimum of two years after final planting, and appropriate remedial actions (e.g., replanting, streambank grading, ect.). If within any monitoring year, bank stabilization is not acceptable as determined by the Corps of Engineers, and remedial action required by the Corps of Engineers is performed, the two year monitoring of the affected portions of the stream will begin again. Seedlinjzs noted on the streambank and in the flood lain consisted of black willow, silky do wood willow oak water oak tulip poplar, alder, white oak, river birch, green ash, and red maple. Other vegetation noted consisted of Juncus _ sp., cattail, lespedeza, fennel, sedize pokeweed, jewelweed, goldenrod, woolgrass, briars, and various grasses. NCDOT proposes to discontinue plant survival monitoring. If required to complete Level 1 and Level 2 monitoring only stop here; otherwise, complete section 3. Section 3. CHANNEL STABILITY Visual Inspection: The entire stream project as well as each in- stream structure and bank stabilization/revetment structure must be evaluated and problems addressed. Report on the visual inspection of channel stability. Physical measurements of channel stability /morphology will not be required. Include a discussion of any deviations from as -built and an evaluation of the significance of these deviations and whether they are indicative of a stabilizing or destabilizing situation. Site 14 stream relocation at Sta. 133 +90 LT. has a sliaht headcut where the relocated stream ties back to the existiniz stream. The stream relocation is stabilized. Site 22 stream relocation at Sta. 146 +00 RT. has two cross vanes that were constructed without filter fabric per the plans. Water is currently flowing through the structures. There has been some localized erosion but the site has stabilized, with vegetation. NCDQT proposes to discontinue channel stability monitoring at Sites 14 and 22.
