Army Corps of Engineers Regulatory Field Office Post Office Box 1890 Wilmington, NC 28402 -1890 ATTENTION: Mr. Richard Spencer NCDOT Coordinator Dear Sir: LYNDo TIPPE.TT SECRETARY SUBJECT: Reverification of streams and wetlands associated with the US 421/NC 87 (Sanford Bypass) from west of SR 1400 (Cumnock Road) to west of US 1 -- 15 - 501, near Sanford, NC. Division 8, WBS No. 34431.1.1, T.I.P. No. R- 2417AA. The NCDOT Natural Environment Unit has completed the redelineation of "Waters of the United States," for the above referenced road project. No new stream or wetland sites were observed during the field investigation. Changes of flow status for streams at Sites 3, 6, and 7 listed in Table 1 (attached) have occurred. The section of the UT to Patterson Creek downstream (south) of US 421 at Site 3 of draft permit drawings (Site 2 in Table 1) should be changed to "perennial" from "intermittent" flow status. The streams in Sites 6 and 7 were completely dry and scored 15 (below confluence of both UTs in Site 6) and 11 (Site 7) of the NCDWQ stream classification form. These scores are within the "ephemeral" category. The streams at Site 6 were originally listed as perennial (UT 3 to Big Buffalo Creek) and intermittent (UT 2 to Big Buffalo Creek). The stream at Site 7 was also originally listed as intermittent. The Natural Environmental Unit would like to request a jurisdictional determination of the stream and wetland delineations of the sites with a field verification meeting preferably scheduled in the next two months (September -- October 2008).
