Name: Leland Collection System
The network of pipes that constitutes the wastewater collection system includes over 70 miles of gravity
pipeline and 13.6 miles of pressure pipeline ranging in size from 4"to 16"diameter. The gravity
pipelines receive flow from over 6500 connections and transports it to one of thirty three(33)pump
stations. The wastewater is then pumped via the pump stations and pressure pipelines to the Northeast
WWTP which is owned and operated by Brunswick County,where it is treated prior to being returned to
the Cape Fear River. This network of pipelines and pump stations collects and transports of 946,000
gallons of wastewater every day from homes and businesses in the Town of Leland.
Our wastewater collection system is operated and maintained under a system-wide Wastewater Collection
System Permit(WQCS00333) issued by the State of North Carolina Division of Water Resources.
Construction of the system is accomplished through individual non-discharge permits issued by the State
for each new extension. The ORC of the system is Brandon Faircloth, Public Utilities Superintendent,
phone number 910-332-5088.
PERFORMANCE
The Town of Leland is routinely working to maintain and improve the efficiency of our Collection
System by increasing routine maintenance of lines and lift stations and participating in an ongoing
education program in which citizens are instructed in the importance of proper disposal of household
waste, including fats, oils, and grease. The Town is encouraging its citizens and system users to recycle
used cooking oil and avoid the use of"flushable"wipes.
Sanitary Sewer Overflows (SSO's): Sanitary sewer overflows may result from a variety of causes: inflow
and infiltration due to high water levers; blocked pipes from rags,roots, and grease accumulation; broken
lines from corrosion or construction activity;power failures at pump stations within the system. The
Town of Leland Collection System had zero reportable sewer SSO during this report period. The Town
was in compliance with all other conditions of the permit.
EDUCATION
My sewer is stopped up! I don't understand why it's not working right!
My toilet won't flush; what's wrong?
In the Wastewater Collections Department,we hear this on a daily basis,however most sewer problems
can be prevented BY THE CUSTOMER. The majority of stop ups are caused by a buildup of grease in the
lines.You can help prevent SSO (Sanitary Sewer Overflow)by reducing the amount of grease and fats
that's put into the wastewater system.Your friends in the Wastewater Collections Department are trying
their best to prevent problems in the wastewater collection system,please help them out by NOT pouring
fats, oils, or greases(FOGs) down the drain. The work we have to do to handle grease and oils in the
collection system makes operating cost go up, and when operating cost go up, so does the cost of living.
PLEASE HELP KEEP COST DOWN BY FOLLOWING THESE SIMPLE GUIDELINES:
➢ DON'T pour FOG from cooking down the drain.
➢ DON'T put anything down the drain that doesn't belong there; paper towels,personal hygiene
products,food scraps (unless you have a garbage disposer), disposable diapers, or any other
foreign objects.
In addition to blockages,INFLOW AND INFILTRATION sometimes causes SSO's during heavy rains.
Missing and broken cleanout caps, broken or improperly set manhole lids, contribute to this problem. Be
observant when you drive and travel around the BRWS district and let us know if you see anything that
doesn't look right. A single broken cleanout can allow up to 4,600 gallons of water to enter the
wastewater system each hour. All this adds to higher treatment cost for BRWS.
