The 279- units will consist of an assortment of 1-, 2-, and 3-bedroom units assembled in a single and duplex structure format. In addition to the 279-units, this project will also provide a clubhouse and swimming pool amenity center. The Cottages at RiverLights project boundary consists of approximately 21.7 acres. The site is bounded to the South by Quigley Road, which is a new road currently under construction in the MX-3 mixed use phase of the RiverLights community, to the North by existing Duke Energy power line and Sunpointe Subdivision, the East by an extension of Arnold Road to River Road currently under construction also part of the MX-3 mixed use phase of RiverLights, and to the west by future residential apartment community, Argento at RiverLights. Capstone Collegiate Communities, LLC will install, own, and maintain the private gravity system in conformance with the plans, permit, and specifications. Cape Fear Public Utility Authority owns the public sanitary sewer outfall system located along the connection points and accepts the sewer flow (71,470 GPD) from The Cottages at RiverLights. This project will connect a private sewer extension to the existing RiverLights MX-3 dry sewer extension which has been permitted with a zero flow. The MX-3 extension has been permitted and constructed to accommodate this project and others. The Cottages at RiverLights will generate a calculated 71,470 GPD, which will be conveyed by the existing public sanitary sewer network to the Wilmington Southside WWTP operated by Cape Fear Public Utility Authority, permit k WQ0038060. Applications and plant information forms from Cape Fear Public Utility Authority are attached. The proposed private extension of gravity sewer main will be constructed of 6" and 8" C-900 PVC and will provide private sewer services for 279 units, pool/clubhouse amenity, and maintenance building. Connections to the existing public sanitary sewer system will be made in two locations. One location will be at the intersection of Quigley Boulevard and Ledbury Road and the other at will be along Arnold Road at the Nelson Alley entrance. This new private gravity system is designed in accordance with the NCDEQ minimum design criteria 15A NCAC 02T .0305. Appropriate horizontal and vertical clearances will be provided when proximal to the proposed storm drainage system and the proposed water system.
