Dear Mr. Basinger:
On behalf of Albemarle, please accept this as a Quarterly Report for the subject Special Order by Consent.
Below is a brief update on the SOC and associated projects:
1. Albemarle received funding through the Division of Water Infrastructure for $16,453,000 in
funding for a major renovation to the Long Creek Wastewater Treatment Plant. The primary
objective of the project is to transition the aeration process from the floating aerators over to
diffused aeration. The project would also provide for 8,000,000 gallons of flow equalization
volume to manage peak flow events.
2. DWI notified the City on March 2nd with a Letter of Intent to Fund under project number
CS370522-08. The City accepted DWI's funding offer on April 19th. Our team along with assistance
from City staff has begun the process of preparing the Engineering Report which is due September
1st, 2021. Once the ER is approved, the design, bidding, and construction phases will follow.
3. Albemarle's Council voted to utilize all funds obligated under CS370522-07 on gravity sewer
rehabilitation. This project was originally submitted as a two-part project, with half being WWTP
electrical improvements, and the other half being gravity sewer rehabilitation. With the decision
to apply for the project funds described in #1 above, the WWTP upgrades under CS370522-07
would not be applicable. CS370522-07 will be called "Sanitary Sewer Rehabilitation, Phase 3."
4. The Phase 3 project will invest $6,156,000 in the rehabilitation of 24", 18", 12", and 8" gravity
sewer along two major outfalls that are known sources of inflow and infiltration.
5. The Division of Water Infrastructure (DWI) approved the Engineering Report and issued a
Categorial Exclusion for the Phase 3 project on April 22nd. Upon approval, our team immediately
began surveying and design for the Phase 3 project. The project is currently in the design phase
and will be submitted to DWI for review in the coming months. The project is expected to begin
construction in the Spring of 2022 and take approximately nine months to complete.
