The North Carolina Division of Water Resources conducted an inspection of the Sea Trail WWTP on
June 21, 2021. This inspection was conducted to verify that the facility is operating in compliance with the
conditions and limitations specified in Non -discharge Permit No. WQ0012748. The findings and
comments noted during this inspection are provided in the enclosed copy of the inspection report
entitled "Compliance Inspection Report".
There were no significant issues or findings noted during the inspection and therefore, a response to this
inspection report is not required. However, please review the summary and report as there are issues the
Permittee needs to be aware and address.

Inspection Summary:
Overall, facility observed to be in good shape given its age. The EQ basin is exhibiting some extensive corrosion in areas but
plan is to address this when other upgrades are done in near future like new headworks for screening & grit removal.
County hasn't been checking on irrigation storage pond levels, postings, nor postings & educational materials at golf
clubhouse/pro shop. For some reason, all reference to storage pond was omitted from last renewal along with all its
requirements like maintaining at least 2 feet of freeboard. However, this is still a requirement and County needs to be aware
when its less than 2 feet so it can make a decision to reduce or cease transfer to pond or to initiate whatever mechanism it
has in its agreement with golf course owner to irrigate more to bring down level including temporary closure of one or more
courses. Freeboard was observed to be about 16 inches, but needs better marker installed.
Signage observed along pond at tee box near irrigation pump station found to read 'Reclaimed Water -Do Not Drink" which
isn't really appropriate since that is for distribition purposes through plumbing fixtures. They should be along the lines of
"Pond Contains Reclaimed Wastewater -Avoid Contact" and signage at clubhouse/pro shop to read along lines of "Golf
Course Uses Reclaimed Wastewater for Irrigation - Obtain Educational Pamphlet for More Info".
County needs to be aware of the golf course owner's plans to develop areas adjacent to courses and confirm the activity will
not result in conflicts with required buffers or setbacks.
A review of spray irrigation records indicates that Ernie that does the irrigation on the course, but he is not listed as being
designated as a SI operator. Donald Dixon is still listed from 2013 as only one.
