Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application:* Existing conditions onsite consists of wooded land. There area total of six (6) wetlands (W1-W6), one (1) linear wetland feature (LW1), and two (2) intermittent streams located on the property. 'SB' starts in the middle of the property and features adjacent wetlands W1, W2 and W6 before its convergence with feature'SA'. 'SA' is located on the western side of the property and features adjacent wetland'W3' as well as'LW1' to the south of the stream start, which connects to'W4 & W5'. Please see attached wetland sketch map for exact locations of each feature. The general land use in the vicinity of the project is mainly commercial development and wooded land. Specifically, there is one (1) wetland impact associated with a road crossing and one (1) area of lot fill that impacts streams and wetlands. Impact Justification and Mitigation 1. Avoidance and Minimization 3i. Total temporary stream impacts: 0 1a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project: S&EC completed a wetland delineation for the entire property to identify natural resources so that impacts could be avoided & minimized to the maximum extent practicable. Impact A is a proposed driveway crossing necessary to access the property. Proposed impacts include permanent wetland impacts for a culvert and riprap dissipator pad. A riprap dissipator pad will assist in minimizing velocities and wetland scour. Previous site plan approval by Person County included the driveway crossing at the north of the property which would have resulted in permanent stream and potentially permanent wetland impacts. The existing culvert location could not be utilized for safety concerns, per the NCDOT it doesn't allow adequate site distance to the south. Impact area B is proposed fill necessary to construct the building pad and storage buildings. Proposed impacts include permanent wetland and stream impacts. Per the project engineer, The design criteria drove the building orientation from to E-W. The buildings themselves work best if installed on flat or slightly sloping terrain. There is an approximate 45' grade change throughout the site and an approximate 29' grade change within the limit of disturbance. There would be too many steps required in the buildings to follow the existing topography to make construction feasible and the layout practical if the buildings were oriented N-S. If a reasonable number of steps were installed on N-S buildings, the earthwork costs and potential rock excavation (significant cut on the south side of the site and significant fill on the north side of the site) would make construction impractical. 1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques: Standard erosion control measures will be installed in the channels downstream of the toe of slope to prevent sediment deposition downstream in these areas. Cofferdams and a pump around will be utilized during the culvert installation. 2. Compensatory Mitigation for Impacts to Waters of the U.S. or Waters of the State 2a. The draft states that many private developments are unlikely to cause cumulative impacts, including projects such as urban in -fill, most residential subdivisions and small commercial developments as well as agricultural and silvicultural operations. The Roxboro Stor-N-Lock project is a commercial development. Additionally, the project is located within the Town of Roxboro ETJ, therefore the adjacent properties that have potential for development will have the following regulations to protect downstream waters: 1) the Phase II NPDES Stormwater Permit Program, this program includes permitting requirements for Municipal Separate Storm Sewer Systems (MS4s) in addition to post -construction stormwater management requirements.
