Bryan and Alan, We suggest the following to prevent the existing wetland from shrinking- - We will construct the profile to maintain the wetlands upstream by setting instream structures to keep area wetlands. - Basically the in -stream structure acts as a weir and keeps that portion of the old pond as wetlands. - Additionally, we will create more wetlands along the bankfull bench and floodplain area by grading micro pools below the groundwater level. Let me know if you have any other questions or comments and if you need to visit the site after the pond has been drained (pond draining and conceptual restoration plan included as Attachment E). The final location for the stream will be determined after the pond has been drained and the stream construction within the pond footprint and planting work would likely occur in late fall. However, abutting the pond and stream channel downstream of the pond is Wetland AA. This wetland is likely hydrologically connected/supported Pond A and without that pond in place in the future there is a likelihood that wetland at least shrinks if not completely disappears. Your PCN did not mention or account for this in anyway and the Corps cannot move forward with issuing the NWPs until it is certain that additional loss of wetlands do not result from draining the pond. i Thanks, Bryan Roden -Reynolds, PWS Regulatory Project Manager U.S. Army Corps of Engineers Wilmington District Charlotte Regulatory Field Office 8430 University Executive Park Drive Charlotte, NC 28262 Office: (704)510-1440 Aliisa Harjuniemi, PWS Project Manager Carolina Wetland Services, Inc. 550 E.
