Avoidance and Minimization: Questionable. Applicant is proposing to relocate 155.5 If of stream through a constructed channel completely lined with rip rap. Stream function will be lost. WSRO recommends that this proposal be rejected. Applicant should design the relocation channel utilizing natural stream channel design parameters. Mitigation: Required. Applicant proposes to use the in lieu fee program (NGEEP) to mitigate for impacts to 489.5 If of streams and 0.12 acre of wetlands at a 1:1 ratio. Buffer Impacts: None Stormwater Management Plan: WSRO recommends requirement of a stormwater management plan for this project, particularly with regard to the proposed relocated stream channel. DWQ Authorization: Individual Certification Corresponding 404 Permit: Individual Permit Addendum: The plan for the relocated stream channel, utilizing natural stream channel design, was submitted to the Wetlands/401 Central Office by the City of Winston-Salem on 04/23/2007 and received in WSRO on 04/30/2007. Reviewed by WSRO on 05/16/2007. The submitted stream restoration design is acceptable.
