8. PROJECT SUMMARY:
This project is being proposed as a major modification to Major Permit 214 -06. The
applicant proposes to add four no wake buoys within the vicinity of the existing pier
previously authorized.

9. Narrative Description
The Town of Morehead City Newport River no wake buoy project is located on Radio
Island along Highway 70 within the Newport River and north of the existing high rise
bridge. The tract is bordered by a spoil island owned and used by the NC Ports Authority
to the east and the DOT Bridge right -of -way to the south.
The Town of Morehead property is 175,254 square feet in its entirety, has a shoreline
length of 841' and is an average of 0' to 13' above NHW. Presently there is an existing
pier, bulkhead, riprap, boardwalk, restroom, parking lot, public boat ramps with finger
piers, discharge pipe and boat trailer parking area on this tract. Small fringes of coastal
marsh are located north and south along the shoreline of the proposed work however will
not be affected. They mostly consist of Spartina alterniflora. The undeveloped portion of
the remaining high ground is comprised mostly of jurisdictional wetlands, cedars and
scrub bushes.
The Morehead City Land Use Plan classifies this property as Port Mixed Use, with all
AEC's classified Conservation. This section of the Newport River is not designated as
Primary Nursery Area and is closed to the taking of shellfish. The Newport River carries a
water classification of SC. Riparian corridors were determined through the original permit
# 214 -06 and shall pertain to the newest proposal and meet all required setbacks. Substrate
in the Newport River is mostly sand and silt. No SAV's or shellfish beds were observed
within the proposal project area.
10. Proiect Description:
The existing major permit # 214 -06, which was issued on December 20, 2006, authorized
the public fishing pier replacement, expansion and shoreline stabilization with riprap.
A major modification was issued on May 5, 2009 for a pier extension and platform as well
as a final modification to add a 15' x 148' extension and a 15' x 30't- platform.
The "no wake buoys ", per the applicant, would be placed in accordance to coordinates
provided by the NC Wildlife and would follow all required NC Wildlife guidelines. There
was an amendment to 15A NCAC l O17.0330, Carteret County, to provide a no wake zone
in the waters of Newport River, at the Newport River Beach Access Boat Ramp north of
the US 70 Bridge and was approved on July 1, 2012. Once the buoys have been
appropriately placed, the "no wake" area would be enforceable. The buoys would be
marked with orange bands and red circles containing "No Wake" and "Slow". They would
be 10 to 18 inches in diameter, 49 inches long, retain an I V arc of swing and would be
held in place with a mushroom anchor and cabling. The buoys would be approximately
1,200' from the USACOE channel setback, would be a maximum of 580' below nhw /mhw
and would be located at the following coordinates provided by NC Wildlife;

11. Anticipated Impacts:
The proposed buoy placement would incorporate a total of 1,520ft2 of open
Waters and would cause temporary turbidity during placement. There would be no
hindrance to navigation due to the fact they would be located approximately 1,200' from
the USACOE channel setback. The buoys would be placed a maximum distance of 580'
below nhw /mhw and would meet 7H.0208(6) (g) (iii). Due to the recent designation by NC
Wildlife as a "No Wake" area and safety concerns raised by the applicant, the buoy
placement has the potential to improve public safety within this area.

APRIL 22, 2013
The Town of Morehead City was issued CAMA PERMIT 214 -06 (Permit Class:
MODIFICATION/MAJOR) on December 20, 2006. The permit authorized the
installation of a boat launch facility complete with boat ramps, floating docks, abutments
and parking lot located on the Newport River and accessed at 301 Hwy. 70, Radio Island.
Proposed new construction includes placing four No Wake Buoys within two hundred
(200) yards of the Newport River Beach Access Boat Launch as provided by amendment
to 15A NCAC 10F.0330 Carteret Co., effective July 1, 2012 (copy attached). Said
amendment calling for placement of buoys at coordinates provided by NC Wildlife
Commission officers except the southernmost buoy which will be relocated north
sufficient to avoid NCDOT'S riparian corridor and subsequent 15' setback.
After securing the appropriate permit(s) work will be completed in one step.
Work will occur at or near high tide. Length of the cable to the anchors and buoy will be
based on field measurements at the predetermined coordinates. Future maintenance to
buoys will occur at or near low tide providing access to all connections but the anchor.
The 50 pound mushroom anchors will be jetted around their perimeter sufficient
only to begin their settlement into the river bottom.
The primary purpose of this request for CAMA permit modification is to install
the necessary equipment to create an enforceable No Wake Zone at the newly constructed
boat launch on Radio Island. This is merely a safety measure to minimize wave action
within the ramp facility during boat launching and retrieval.
Dredging is not proposed as part of the project.
