PROJECT SUMMARY: The applicant proposes to construct a kayak access pier to serve a future 5 -lot subdivision. Dockside Cottages c/o Gloria Clark and Kevin Hardison Page 2 9. PROJECT DESCRIPTION: The project site is located off Crossland Drive SE (SR 1179) in the Sunset Harbor Subdivision adjacent to Ford Field Branch which is contiguous with the Lockwood Folly River, near Supply in Brunswick County. To locate the property from Wilmington travel south on NC Highway17 to the intersection of NC Highway 17 and Highway 211, Southport - Supply Road SE. Turn left on to Southport- Supply Road and travel southeast approximately 5.3 miles to Sunset Harbor Road. Turn right onto Sunset Harbor Road (SR1112) and travel southeast approximately 5.5 miles to Crossland Drive (SR 1179). Turn right onto Crossland Drive (SR1179) and travel approximately 0.20 miles. The project site is located on the right hand side and is marked with survey stakes. The project site is approximately 2.23 acres in size and has an average elevation of approximately 10 feet above Normal High Water (NHW). The project site has been subdivided into a 5 -lot subdivision, which was recorded with the Brunswick County Register of Deeds in January 2013. The subdivision plat includes a 15 foot wide access and pedestrian easement located between Lot 4 and Lot 5 (sheet E -2). The project site is undeveloped and is vegetated with native trees and shrubs. A large embayment of wetlands exists along the northern property boundary. The high ground of the property transitions to a fringe of ACOE 404 type wetlands averaging 10 feet in width. The 404 type wetlands transition to Coastal Wetlands, consisting primarily of Smooth Cord Grass (Spartina alternaflora) and Black Needle Rush (Juncus roemerianus) near the western portion of the property. The project site has approximately 270 feet of marsh frontage adjacent to Ford Field Branch which is contiguous with the Lockwood Folly River. This embayment of marsh has some open areas of mud flat, is tidally influenced by Ford Field Branch which runs from east to west and is approximately 50 feet from the edge of the high ground of the project site. Water depths in the center of Ford Field Branch are 0 to 12 inches at low water. Ford Field Branch is approximately 8 feet wide and empties into the Lockwood Folly River. The submitted work plan drawing indicates the approximate Normal High Water line and Coastal Wetland line were defined by Land Management Group September 2011 (Sheet E -2). The submitted work plan drawing shows the approximate NHW line outboard of the northern property boundary of the project site. Based on site visits made on 4/30/13 and on 5/6/13 it would appear that the marsh is flooded daily with the tide. A mud flat is present in front of Lot 3 and Smooth Cord Grass is located approximately 20 feet from the edge of the high ground. The shoreline adjacent to Lot 4 has similar characteristics. It would appear based on site characteristics that the NHW boundary is very near the property boundary along lots 3 and 4. A large stand of Black Needle Rush is present adjacent to the shoreline of Lot 5 and it appears that the NHW boundary is more than 50 feet outboard of the property boundary in this location. The adjacent riparian property to the west is a residential home site and the property to the east is a 28 acre undeveloped tract that includes the high marsh. The Brunswick County Land Use Plan classifies adjacent waters as Conservation, and the adjacent high ground portion of the project area as Residential. The waters of the Lockwood Folly River and Ford Field Branch are classified SA by the Division of.Water Quality. They are NOT designated as a Primary Nursery Area by the N.C. Division of Marine Fisheries and they are CLOSED to the harvest of shellfish. 10. PROPOSED PROJECT: The applicant proposes to construct a kayak access pier to serve a future 5 -lot subdivision. The proposed access pier would originate from the high ground easement located between Dockside Cottages c/o Gloria Clark and Kevin Hardison Page 3 Lot 4 and Lot 5 and would measure 6 feet in width. The proposed pier would extend north from the high ground a distance of approximately 20 feet and then would turn to the west, paralleling the shoreline of Lot 4 for approximately 41 feet. The access pier would then turn to the north for a distance of 30 feet where it would then be angled toward the northwest to meet the reach of Ford Field Branch in this area. The proposed 6 foot wide pier would then parallel the edge of marsh of Ford Field Branch for a distance of approximately 50 feet. The proposed pier would be elevated a minimum of 3 feet above the wetland substrate. As proposed, the pier would not exceed six feet in width along any portion of its alignment and would provide access for kayak launching only. The narrowness and limited water depths within Ford Field Branch would limit accessibility by large motorized vessels. As proposed the access pier would not provide mooring for any vessels and would be limited to the launching of non - motorized vessels. 11. ANTICIPATED IMPACTS: The proposed pier would result in the incorporation of approximately 647 square feet of Estuarine Waters and Public Trust Area. The proposed access pier would also shade approximately 947 square feet of Coastal Wetlands. It does not appear, based on the submitted site plan drawing that the proposed access pier would encroach into the 15 foot adjacent riparian property setback. Short term increases in turbidity can be expected during construction and dredging activity.
