PROJECT SUMMARY: The applicant proposes to expand an existing docking facility by installing two (2) boatlifts and floating docks to provide mooring for four (4) vessels and to replace the existing bulkhead. Sam and Janee Wood Page 2 9. PROJECT DESCRIPTION: The project site consists of a canal front lot located at 181 Highpoint Street, in the Town of Holden Beach, Brunswick County. To find the project site from US Highway 17 in Shallotte, travel south on Holden Beach Road (NC 130). Travel approximately 7.5 miles and follow NC 130 to the right and continue south approximately 1.0 mile to the base of the Holden Beach Bridge. Turn right onto Ocean Boulevard and travel west approximately 1.2 miles to Highpoint Street. Turn right onto Highpoint Street, the project site will be approximately 0.40 miles on the left. The property is a developed single family lot. The property is adjacent to single family residences to the west and the east. The property is adjacent to High Point Street on the north and a man -made canal on the south. Highground development on the project site includes a single - family residence, bulkhead and docking facility. Upland vegetation consists of ornamental landscaping and lawn grasses. The lot is approximately 0.22 acres in size and has an average elevation of approximately 5 feet above mean sea level. The project site has 96 feet of shoreline frontage stabilized by a wooden bulkhead. Waterward of the existing bulkhead near the western property boundary is an area of Coastal Wetlands averaging approximately 30 feet in length and 15 feet in width consisting primarily of Smooth CordGrass (Spartina alternaflora). Extended in a southerly direction from the bulkhead towards the man -made canal is an existing docking facility. The docking facility consists of an open 24 feet wide by 18 feet long platform with a 10 feet wide by 10 feet long covered gazebo off the southwest corner of the platform. On the east side of the fixed platform is a 3 feet wide by 16 feet long access ramp connecting to a 6 feet wide by 12 feet long floating access dock. The floating access pier terminates at a 52.5 feet long by 6 feet wide floating dock that is oriented parallel to the shoreline. The existing docking facility is approximately 21 feet from the adjacent riparian property lines on both the east and west sides. The existing docking facility provides mooring for two (2) vessels. The Town of Holden Beach Land Use Plan classifies adjacent waters and high ground area of project site as Residential. There are no known archaeological sites located in the project vicinity. The waters of the manmade canal are classified SB by the Division of Water Quality. They are NOT designated as a Primary Nursery Area (PNA) by the N.C. Division of Marine Fisheries and they are CLOSED to the harvest of shellfish. 10. PROPOSED PROJECT: The applicant proposes to expand an existing docking facility by installing two (2) boatlifts and floating docks to provide mooring for four (4) vessels and to replace the existing bulkhead. The proposed boatlifts would each consist of a four (4) piling boatlift adjacent the ends of the existing floating dock. The applicant is proposing to install two (2) new 6 feet wide by 6 feet long floating docks on the inboard side of the existing floating dock that would be oriented perpendicular to the shoreline. The proposed floating docks would provide access to the proposed lifts. The proposed lift on the west side of the floating dock would measure approximately 16 feet wide by 15 feet long. The second boatlift, measuring 13 feet in length by 13 feet in width, would be located on the east side of the existing floating dock. The water depths at this location would be approximately —3 feet to — 4 feet at NLW. The proposed boatlifts would accommodate two (2) additional vessels, increasing the total number of slips to four (4) at this location. The applicant is also proposing to replace the existing wood bulkhead with a new corrugated vinyl bulkhead within the existing alignment. The applicant has proposed two construction methods for the bulklhead replacement . The first method would include the removal of the existing wooul bulkhead to expose the shore and construct a new corrugated vinyl bilkhead withtin the footprint of the wood wall. This proposal would disturb an area measuring approximately 96 feet in length by 20 feet in width landward of the bulkhead wall. The second construction method would consist of the installation of the vinyl corrugated sheets on the outboard face of the existing wood wall and would allow for minimal disturbance to the shoreline by negating the need to remove the old wood wall. This method would require that the vinyl corrugated sheets be back filled and material be placed in coastal wetlands and below NHW. The applicant has stated that the preferred construction method (second option) would be to install the new vinyl wall on the outboard face of the wood wall and to anchor the new wall using helical anchors that would eliminate the need for the high ground land disturbance and would reduce the potential for sediment loss into the adjacent waters and marsh. 11. ANTICIPATED IMPACTS: As proposed, the boatlifts and floating docks would incorporate an additional 410 square feet of Estuarine Waters and Public Trust Area. As proposed, the docking facility would provide mooring for four (4) vessels. The proposed expansion of the docking facility would not extend waterward of the facility's existing location. As proposed, the boatlifts would be located within the applicant's riparian corridor and would be located within the 15 setback from the adjacent riparian properties to the east and west. The applicant has provided a signed waiver form from both the adjacent riparian property owners. The proposed bulkhead replacement would result in approximately 1920 square feet of high ground disturbance. Minor increases in turbidity may occur. The applicants preferred method of bulkhead construction would result in approximately 72 square feet of backfill to be placed below NHW and would result in the fill of approximately 23 square feet of coastal wetlands.
