Impact Justification and Mitigation 1. Avoidance and Minimization 1 a. Specifically describe measures taken to avoid or minimize the proposed impacts through project design: * Initial site plans would have resulted in the impact to the entirety of Pond PA, Wetland WA and Wetland WB. The applicant redesigned initial site plans and reduced the site plan by four apartment buildings. The applicant has designed the site to utilize and existing culvert to provide access to the western portion of the site, thus avoiding impact to Pond PA and Wetland WC. The applicant is constructing retaining walls ranging from 15 to 23 feet in height to avoid additional impact to the remainder of Wetland WA. There is approximately 1.91 acres of wetlands, 2,140 linear feet of stream channel and 2.83 acres of open waters located on the site.
