Arauco North America, Inc. has determined, with concurrence from members of the North Carolina Division of Water Resources, to maintain the site Non -Discharge permit (WQ0003396), despite cease of spray irrigation field use as a means of treated effluent application, as treated wastewater effluent is now sent to the City of Sanford Wastewater Management Facility according to Industrial User Permit 000042, Below is the facility's response to each requested item: A. Cover Letter: The facility plans on ceasing spray irrigation for the foreseeable future, and has not used spray irrigation as a method of wastewater disposal since prior to wastewater pipeline connection with the City of Sanford on November 6, 2020. The facility determined Loblolly Pines would provide appropriate coverage and hydrologic uptake from natural precipitation (rainfall, etc.) and does not believe additional means of irrigation will be necessary for the growth of these trees. The site reviewed the annual soil analysis completed in February 2021 (see attached), as well as historical groundwater monitoring, and consulted with faculty from North Carolina State University's Environmental Engineering school to ensure feasibility of this species under these groundwater, hydrologic, and soil conditions. The facility wishes to remove and possibly sell the existing irrigation equipment since the spray irrigation activities will be ceasing for the foreseeable future. The facility does not wish to remove the fields from the permit, as the site would like to retain the ability to spray if the need arises in the distant future. The site also believes that the inclusion of Loblolly Pines in the area will improve the groundwater quality, soil stability, and erosion control properties. The site requests the ability to use either Loblolly Pines or other suitable vegetative coverage as we currently do (ex. Bermuda grass). C. Application: The facility does not intend to maintain the irrigation system or equipment for future use and wishes to remove and/or sell it at this time. Should the site decide to implement spray irrigation again, new equipment, appropriate to the crop cover and subject to applicable operation and maintenance conditions and requirements, would be purchased and approved by the Division of Water Resources prior to any irrigation activities. N. Operation and Maintenance (O&M) Plan: Please see attached for proposed Operation and Maintenance Plan with edits in red and removed information highlighted yellow. Should the site decide to use Loblolly Pine for crop cover, the crop would be planted and maintained per recognized forestry practices including harvesting and thinning of crop every few years to allow for health and growth of the trees. A third party has been utilized to advise on accepted standards for this species. If the site determines that it would prefer not to plant trees in the area, suitable vegetative coverage will be continued in the area as it currently is with Bermuda grass, or another comparable crop. P. Additional Documentation (Existing Permit): As mentioned in the sections above, the facility does not intend to maintain the irrigation equipment onsite. Any crop will rely on rainfall for hydrologic needs. The facility requests that existing condition 111.7 of the permit be revised to remove this requirement or require it only during periods were there is operational irrigation equipment onsite. A Responsible Authorizing official from the company will sign an annual certification that no irrigation activities have occurred during the previous year. Attached you will find the most recent annual soil analysis for spray irrigation zones completed by the site, as well as the revised proposed Operations and Maintenance (O&M) Plan. System Description Wastewater Management System: For the operation of wastewater storage lagoon (Pond #5) modifications consisting of: Installation of an earthen lagoon divider to separate Pond #5 into "Side C" — 6.79 million gallons (MG) — to store rainwater, and "Side D" — 6.73 MG - to store process wastewater from the existing moulding and MDF mill; one 48.1 GPM mill water make pump (can also transfer water from lagoon "Side C" to "Side D" if necessary) For the continued operation of a wastewater pretreatment facility consisting of. A 13.52 MG clay lined wastewater storage lagoon (Pond #5); a grit settling pond (Pond #4) to receive wastewater from Pond #5, made up of plant wastewater and wash down water; a grit settling pond (Pond #1); an aerobic treatment pond (Pond #2) to receive untreated effluent from the domestic wastewater sump fed by a 2" 29 GPM Zoeller 292 Submersible Sewage Pump, in addition to the process wastewater from Ponds #1 and 4; secondary settling pond (Pond #3) to receive the wastewater from Pond #2; a pump station with two 4" Gorman Rupp T4A3s-B 200 GPM pumps to transfer treated effluent from Pond #3 to the City of Sanford Wastewater Management Facility via Industrial User Permit 000042. Eight irrigation zones with total 333.85 acres of crop cover previously used for spray irrigation treatment and now populated with Loblolly Pines or other crop cover for groundwater improvement and suitable coverage and erosion control in case of future irrigation need. II. Operational Function Any blowdown water is taken to the dirty side of Pond #5, "Side D", treated though Ponds #2-4, and disposed of via pipeline to the City of Sanford Wastewater Management Facility. Domestic wastewater is tributary via pipeline to the City of Sanford Wastewater Management Facility. III. Required System Management Tanks: Inspect for leaks or overflow, take out of service and repair as necessary. Pipes: Inspect for leaks, take out of service and repair as necessary. Pumps: Grease, change seals, repair leaks, and replace when necessary. Previous Irrigation Zones: Loblolly Pines or other crop coverage located in previous irrigation zones are maintained through natural processes and precipitation and in accordance with recognized forestry and industry practices. A third party forestry unit manages the maintenance and harvesting needs of the Loblolly population to ensure proper maintenance and health of the system. Any other utilized cover crop is maintained as necessary. All prior irrigation equipment has been removed and any new equipment brought onsite for use of spray irrigation in these areas is subject to state regulated maintenance requirements and established best management practices. *Moncure site maintains a work order system for mechanical and electrical malfunctions as well as repairs. If repairs are needed, add a work order to the work order system. IV. Sludge Manazement Several types of "sludge" or "residuals" are generated in the systems as described previously in the system description. Listed below are the means by which each of the sludges are to be handled and disposed. Domestic Sludge: generated in the domestic sump that temporarily holds domestic wastewater. These solids are taken to the City of Sanford by a septage hauler as needed. Procedure: Refer to Arauco Residuals Management Plan Section 1. Process Wastewater Sludge: that is washed or emptied into "Side D" of Pond #5. These solid consist entirely of wood residuals from the MDF plant. Procedure: Refer to Arauco Residuals Management PIan Section III. V. The Moncure site is secured with fencing that has specific control access points for vendors and visitors. All vendors and visitors must sign -in at the front desk located in the log cabin and/or the scale house. Vendors and visitors should also be escorted or accompanied by an Arauco employee while on the Moncure site. Environmental locks are placed on the pumps, electrical boxes to the rotors, and well caps in order to prevent unauthorized use of these systems. Designated environmental personnel are the only employees that have keys to the environmental locks. The wastewater management system is to only be operated under the direction or supervision of an environmental team member. VI. Spill Control Measures Spill of Wastewater: • Shut source off • Contain the spill utilizing containment material o Dirt, Wood Residuals, Absorbents • Pump remaining wastewater to an appropriate location o Wastewater storage lagoon o Tankers to be hauled off site to a POTW • Clean up and ensure proper disposal of containment material or any spilled wastewater sludge VII.
