Subject: Draft Sewer System Master Plan
Dear Mr. Shalati:
Staff of the Water Quality Section has had an opportunity to review the subject plan
presented to us at our April 3, 1996 meeting.
To reiterate our position, the Division of Environmental Management fully endorses
this county -wide approach to evaluating the collection, treatment and disposal of
wastewater generated in Union County. We hope that the plan will serve as a valuable
planning tool not only for the County but for municipalities, businesses and industries in
Union County.
In reviewing the plan, no one raised any concerns that were significant. Only two
comments warrant further discussion, both of which were discussed at our April 3rd
meeting. The first concerns the issue of incorporating some language relative to pursuing
reuse opportunities if they appear viable. Given the stream flow characteristics of Union
County, the high quality effluents being planned or currently produced by your regional
facilities and the growth expected, reuse is an ideal water resource management option that
should be carefully considered. Environmental considerations and assessments were the
other areas of concern discussed at our previous meeting. Evaluation of existing
information, such as locations of endangered species and wetlands, and plans to avoid or
mitigate any impacts to those areas should be briefly addressed in the planning document.
As we discussed at the meeting, Environmental Assessments will be required prior to the
construction of any additional treatment plants and extensions of sewers to areas currently
not serviced by the existing treatment facilities. However, acknowledgment of this
requirement should be documented in the draft sewer system master plan.
Since Union County is experiencing such rapid growth, this Master Plan should be
reviewed periodically, perhaps on an annual basis, to ensure that the plan is consistent with
current wastewater management objectives.
