Dear Mr. Archer:
A letter of 'request for an Authorization to Construct was received September 21,
1987, by the Division and final plans and specifications for the subject facilities
expansion have been reviewed and found to be satisfactory. Authorization is hereby
granted for the construction of additions to a 3.9 MGD wastewater treatment facility
consisting of two primary clarifiers, each with a capacity of approximately 176,000
gallons, the division of existing lagoon Z03 into two lagoons, each with a capacity of
6.6 million gallons, a storm water surge holding tank, a 56,000 gallon sludge holding
tank, sludge dewatering facilities, a 25,000 gallon lime slurry tank, and related
piping and appurtenances to serve Sandoz Chemicals Corporation's Mt. Holly Plant.
This Authorization to Construct is issued in accordance with Part III paragraph C
of the NPDES Permit No. NC0004375 issued 1983, and shall be subject to revocation
unless the wastewater treatment facilities are constructed in accordance with the
conditions and limitations specified in Permit No. NC0004375.
The sludge wastes generated from these treatment facilities must be disposed of
in accordance with G.S. 143-215.1 and in a manner approvable by the North Carolina
Division of Environmental Management. No sludge may be buried on site until a
non -discharge permit is obtained.
The Permittee must employ a certified wastewater operator in accordance with Part
III paragraph D of the referenced permit.
The Mooresville Regional Office, telephone number 704/663-1699 shall be notified
at least twenty-four (24) hours in advance of operation of the subject facilities so
that an in -place inspection can be made. Such notification to the Regional Supervi.sor
shall be made during the normal office hours.

The Mooresville Regional Office, telephone number 704/663-1699 shall be notified
at least twenty-four (24) hours in advance of operation of the subject facilities so
that an in -place inspection can be made. Such notification to the Regional Supervisor
shall be made during the normal office hours.
In event the facilities fail to perform satisfactorily in meeting its NPDES
permit effluent limits, the Permittee shall take such immediate corrective action as
may be required by this Division, including the construction of additional wastewater
treatment and disposal facilities.
Upon completion of construction and prior to operation of this permitted
facility, a certification must be received from a professional engineer certifying
that the permitted facility has been installed in accordance with with the approved
plans and specifications.
Any groundwater quality monitoring, as deemed necessary by the Division, shall be
provided.
