Attached is the proposed draft MS4 permit for Camp Lejeune, currently scheduled for public notice
on July 28, 2021. Comments will be accepted through August 30, 2021.

The primary differences between the existing permit and this one are:

1. The draft permit is in the new DEQ permit format, but is essentially the same as the existing
permit.

2. There is a significant wording change in Section H: Industrial Activities, but the intent is the
same as the current permit. This wording change incorporates general permit requirements
by reference rather than including specific NCG text. This is to ensure that current, consistent
and applicable requirements are in effect for the industrial activities on base since the NCG
permit updates/reissuance do not correspond to the MS4 permit renewal cycle.

3. The permit incorporates the DOD post-construction program deadlines previously established
in DEQ’s February 18, 2021 Memorandum.
