Section D: Summary of Finding/Comments (Attach additional sheets of narrative and checklists as necessary)
Megan Faulkner and John Perry from the Division of Water Resources (DWR), performed a site
inspection for permit NCG500354 on July 7, 2021. The inspectors met with onsite representative
David Callahan for the inspection. Mr. Callahan provided all documentation required and gave the
inspectors a tour of the facility and how it operates.
The facility has a boiler which blows down about once every 24 hours. An oxygen scavenger, a
polymer, and a streamline agent are still used in the boiler water. MSDS were available on site, and a
copy of the new permit from 2020 and COC were available on site.
Mr. Callahan stated that after there were 2 exceedences for residual chlorine in 2017, they switched
to using liquid chlorine in 2020 to keep these exceedences to a minimum. This has helped them stay
within their limits since making this change. Boiler blowdown water is pH adjusted with sulfuric acid
and is recirculated in a tank to allow for cooling and proper pH adjustment. They have a pH probe for
process control on the addition of sulfuric acid. Monitoring requirements are done by EnviroChem
and a copy of their lab certification was available on site. COD, pH, and temperature were analyzed,
as well as residual chlorine at least 2x/year. The water is allowed to cool in the tank while the pH is
adjusted prior to discharge in to a drain which has a tiered flow setup as well as a "pom pom" for
additional oil absorption from stormwater runoff. Estimated flow is -1000 gal/day.
Daily logs were available for discharging and they included the dates, start/stop times, initials of
discharge operator, and pH. No foam or oil sheen was present in the drain on the water surface.
Facility looks well maintained and records were complete.

Comment: 7.5hp 2 inch diameter discharge at 170GPM. On site representative states that they
lower the levels by -1ft when discharging and estimates that amount to be-1000gal.
On site representative also states that they discharge to the storm drain which is tiered
for settlement and has a "pom pom" for added protection against oil/grease discharge.

Comment: Laboratory processing done by EnviroChem State Certified Lab. pH meter is located
on site for process control. ChemTreat checks behind them 1x/month and they have an
extra small lab on site for analyzing boiler water to ensure that only the amount of
chemicals necessary are added.
