To present the post -injection performance monitoring results from Months 2 and 5 (March and June 2009) and planned additional RA activities, the following tables, figures, and attachments are included in this report: Table 1 Figure I Figure 2 Figure 3 Figure 4 Attachment 1 Summary of Analytical Groundwater Data (March — June 2009) Benzene, TCE, and VC Concentration Trends at "In Plume" Monitoring Wells (April 2007 — June 2009) Field Water Quality Parameters (April 2007 — June 2009) Hydrograph (2004 — 2009) Remedial Site Plan (June 2009) Sample Collection Field Sheets (SCFS) All injection activities were completed in accordance with Basewide Work Plan (URS 2007). All chemical analytical data were reviewed following the Quality Assurance Project Plan (QAPP) and QAPP addendum and found to be acceptable for their intended use. Initial KMnO4 injections were completed January 19-23, 2009. PERFORMANCE MONITORING ACTIVITIES AND DISCUSION Month 2 (March 2009) post -injection groundwater samples were collected at six monitoring wells (MW-41, MW-103, MW-105, MW-106, MW-108, and TW-1) for analysis of volatile organic compounds (VOCs) and KMn04. VOC trend graphs at interior plume wells are shown on Figure I. In general, VOC concentrations at the MWs were higher than thepre-injection levels. This is not uncommon following chemical oxidation injections at VOC contaminated sites and could be the result of VOC desorption from oxidized natural organic materials present at the interface of the surficial aquifer and underlying Black Creek confining unit. VOC concentrations decreased at downgradient well TW-1 (Figure 4), which is outside the area of injection. KMnO4 field analysis at MW-106 indicated the presence of KMn04 in the aquifer. Field water quality parameter measurements indicated elevated DO and ORP levels at several monitoring wells (Figure 2), which is to be expected following the introduction and subsequent migration of KMn04. Month 5 (June 2009) post -injection groundwater samples were collected at three monitoring wells (MW-105, MW-106, and MW-108) for interim analysis of VOCs. A summary of analytical data is shown in Table 1. VOC concentrations at MW-105 showed little change from Month 2. Vinyl chloride (VC) and trichloroethene (TCE) concentrations at MW-106 decreased by approximately 50%. VC and TCE concentrations at MW-108 increased by approximately 50%. Water levels decreased by an average of 2.5 ft between March and June 2009 (Figure 3). KMnO4 field analysis was completed during Month 5 at all injection and monitoring wells to evaluate KMnO4 distribution and persistence in the contaminated aquifer. Residual KMnO4 was found in the contaminated aquifer at relatively low concentrations, 0.05 to 3 mg/L. Results are shown on Figure 4. Field water quality parameter measurements indicate DO and ORP levels decreased at most monitoring wells which is to be expected as KMnO4 concentrations decrease. A summary of analytical data from Months 2 and 5 are shown in Table 1. Water sample collection field sheets are included as Attachment 1. Seymour Johnson AFB 1lseymounfpriTT-071August 2009 updatelRW aug 09_proJecl_update_revO.doc131-Aug-09/0MA SITE FT-O7 PROJECT UPDATE August 2009 PLANNED RA ACTIVITIES The following field activities are proposed for Site FT-07, to meet the RAOs of restoring groundwater quality to the NC 2L groundwater protection standards for target VOCs, to the extent practical. KMnO4 Injection 6,000 lbs of KMnO4 will be mixed with water to produce an approximate 3% solution and will be injected into an estimated 25 existing wells including three monitoring wells located along the centerline of the plume (MW- 103, MW-105, and MW-108) to ensure even distribution in the aquifer. Prior to injection, the injection wells will be redeveloped by removing accumulated fines with a bailer and peristaltic pump. Casing Installation A protective casing and concrete pad will be installed at temporary well TW-1. Post -Injection Sampling Groundwater sampling is proposed at seven monitoring wells (MW-41, MW-42, MW-103, MW-I05, MW-106, MW-108, and TW-1) in Month 20 (September 2010) to analyze VOC concentrations. Samples from MW-103, MW-105, and MW-108 will also be analyzed for RCRA metals. DECISION POINTS The following courses of action will be evaluated based on the results of Month 20 sampling and analysis: • Additional monitoring leading to site closure (four consecutive quarterly events with results below NC 2L). • Initiating long-term monitoring program initially consisting of annual monitoring with reduced frequency when stable or decreasing concentration trends are observed.
