Per our discussion on 9 January 2002, due to the drought experienced in North Carolina during the second half of 2001, the water table in the upper hydrogeologic unit at the site has declined excessively. URS-NC has not been able to gather a sufficient number of groundwater samples in the upper hydrogeologic unit necessary to track the performance of the in situ pilot test. URS-NC will extend the monitoring period until the groundwater table has recovered and adequate performance monitoring may be completed. This permit shall be effective from the date of issuance until September 30, 2003, and shall be subject to the conditions and limitations stated therein, including the requirement to submit a final project evaluation as stated in PART VII - MONITORING AND REPORTING REQUIREMENTS. You will also need to notify this office by telephone 48 hours prior to initiation of injection at this facility. The remediation contractor, application procedures, and ZVI slurry contents are identical for both of these pilot test applications. The iron slurry will consist of ZVI, molasses, water, and the same thixotropic agent to control slurry viscosity. Attached are figures documenting the locations of the application and monitoring points for the pilot -scale test at the Washington facility. The pilot test injection taking place in the upper hydrogeologic unit (Unit A) will inject the iron slurry from approximately three feet to ten feet below ground surface (bgs). Eight temporary monitoring wells will be installed for the Unit A pilot test as depicted in Figure 1. These wells will be screened from approximately five to ten feet bgs. The pilot test injection taking place in the lower hydrogeologic unit (Unit B) will inject the iron slurry from approximately 15 feet to 35 feet below ground surface (bgs). Nine temporary monitoring wells will be installed for the Unit B pilot test as depicted in Figure 1. These wells will be screened at staggered depths within Unit B (between 20 and 35 feet bgs) to monitor potential variations in contaminant concentrations over depth. The original permit application is now almost two years old, and we have modified and improved the pilot test monitoring plan in this time. He said that we could expect to have the approved permit by the end of August. He also informed me that Meliktu Fanuel, the head of the UIC group, is leaving in mid -August. Eight or nine monitoring wells will be utilized in both hydrogeologic units. These wells will be sampled before, during, and after the pilot test. Samples will be analyzed for VOCs, ferrous iron, and chloride. In addition, parameters such as dissolved oxygen, pH, conductivity, temperature, and oxidation-reduction potential (ORP) will be recorded during the application process and post -treatment sampling to gauge the progress of the reactions. The on -site activities associated with the pilot -scale test will be conducted fora period of approximately 12 weeks.
