Beaufort County FOR THE continued operation of a 30,000 gallon per day (GPD) wastewater treatment and high rate infiltration facilities consisting of fifty (50) simplex pump stations each with an 18 GPM submersible grinder pump and high water alarms, approximately 11,476 linear feet of two-inch force main, approximately 11,343 linear feet of three-inch force main, approximately 12,178 linear feet of four -inch, force main, dual 125 GPM pump stations with dual submersible pumps and high water alarms, a flow monitoring manhole, two (2) 14,960 gallon equalization tanks each with two (2) 21 GPM submersible grinder pumps and one (1) 15 cubic foot per minute (CFM) blower, a flow splitter box, four (4) 5,000 gallon anoxic tanks with mixers, four (4) 5,000 gallon aerobic tanks with two (2) 145 CFM blowers, two (2) 6,200 gallon clarifiers, a 5,000 gallon aerobic digester, four (4) 6,200 gallon sludge holding tanks, two (2) 5 foot diameter filters equipped with a 5;000 gallon dosing tank with dual submersible 21 GPM pumps, a 15 CFM blower and a 5,000 gallon bacicwash holding tank with dual submersible 210 GPM pumps, an ultraviolet disinfection system, a 632 gallon chlorine contact chamber with tablet chlorination, a 3,441 gallon effluent dosing tank with three (3) 42 GPM suction pumps, three (3) effluent meters, three 6,400 • square foot (ft) rapid infiltration fields (totaling 19,200 ft), a diesel powered generator and all associated valves, pumps and appurtenances to serve the PCS Phosphate Aurora Division, with no discharge of wastes to the surface waters, pursuant to the application received January 28, 2008, and subsequent additional information received by the Division of Water Quality (Division), and in conformity with the project plan, specifications, and other supporting data subsequently filed and approved by the Department of Environment and Natural Resources and considered a part of this permit. This permit shall be effective from the date of issuance until March 31, 2013, shall void Permit No. WQ0000889 issued October 30, 2003, and shall be subject to the following specified conditions and limitations: WQ0000889 Version 3.0 Shell Version 080124 Page 1 of 9 I. Upon completion of construction and prior to operation of this permitted facility, a certification (see attached form) must be received from a professional engineer certifying that the permitted facility has been installed in accordance with this .permit, the approved plans and specifications, and other supporting materials including the location of all monitoring wells as applicable. If this project is to be completed in phases and partially certified you shall retain the responsibility to track further construction approved under the same permit, and shall provide a final certificate of completion once the entire project has been completed. Mail the Certification to the Aquifer Protection Section, Division of Water Quality, 1636 Mail Service Center, Raleigh, NC 27699-1636. 2. The Washington Regional Office, telephone number (252) 946-6481 shall be notified at least 48 hours in advance (excluding weekends and holidays) of operation of the installed facilities so that an in -place inspection can be made. Such notification to the Aquifer Protection Section regional supervisor shall be made during the normal office hours from 8:00 a.rn. until 5:00 p.m. on Monday through Friday, excluding State Holidays. 3. No later than six months prior to the expiration of this permit, the Permittee shall request renewal of this permit on official Division forms. Upon receipt of the request, the Division will review the adequacy of the facilities described therein, and if warranted, will extend the permit for such period of time and under such conditions and limitations as it may deem appropriate. Please note that Rule 15A NCAC 02T .0105(d) requires an updated site map to be submitted with the permit renewal application. 4. The subject wastewater treatment and disposal facilities shall be connected to an operational publicly owned wastewater collection system within 180 days of its availability to the subject facilities, if the subject wastewater treatment or disposal facilities are in noncompliance with the terms and conditions of this non -discharge permit or the governing statutes or regulations., Prior to the initiation of these connection activities, appropriate approval must be received from this Division. H. PERFORMANCE STANDARDS 1. The high -rate infiltration facilities shall be effectively maintained and operated at all times so that there is no discharge to the surface waters, nor any contravention of groundwater or surface water standards. In the event that the facilities fail to perform satisfactorily, including the creation of nuisance conditions or failure of the high -rate infiltration area to adequately assimilate the wastewater, the Permittee shall take immediate corrective actions including those actions that may be required by the Division; such as the construction of additional or replacement wastewater treatment and disposal facilities. 2. The issuance of this permit shall not relieve the Permittee of the responsibility for damages to ground or surface waters resulting from the operation of this facility. 3. All wells that are constructed for purposes of' groundwater monitoring shall be constructed in accordance with 15A NCAC 02C .0108 (Standards of Construction for Wells Other than Water Supply) and any other state and local laws and regulations pertaining to well construction. 4. Effluent limitations shall not exceed those specified in Attachment A. 5. Application rate(s), whether hydraulic, nutrient, or other pollutant shall not exceed those specified in Attachment B. WQ0000889 Version 3.0 Shell Version 080124 Page 2 of 9 6. The compliance boundary for the disposal system is specified by rules in 15A NCAC 02L, Groundwater Classifications and Standards. This disposal system was individually permitted on or after December 30, 1983; therefore, the compliance boundary is established at either 250 feet from the waste disposal area, or 50.feet within the property boundary, whichever is closest to the waste disposal area. An exceedance of groundwater standards at or beyond the compliance boundary is subject to remediation action according to 15A NCAC 02L .0106(d)(2) as well as enforcement actions in accordance with North Carolina General Statute 143-215.6A through 143-215.6C. 7. The Permittee shall apply for a permit modification prior to any sale or transfer of property that affects a compliance boundary to establish a new compliance boundary. 8. In accordance with 15A NCAC 02L .0107(d), no wells, other than monitoring wells, shall be constructed within the compliance boundary except as provided by 15A NCAC 02L .0107(g). 9. The review boundary is established around the disposal systems midway between the compliance boundary and the perimeter of' the waste disposal area. Any exceedance of standards at the review boundary shall require action in accordance with 15A NCAC 02L .0106. 10. The facilities permitted herein must be constructed according to the following setbacks: a. The setbacks for high -rate infiltration sites shall be as follows (all distances in feet): i. Any habitable residence or place of public assembly owned by the 10 pemuttee: ii. Any private or public water supply source: 100 iii. Surface waters: 200 iv. Any well with exception of monitoring wells: 100 v. Any property line: 50 vi. Public right of way: 50 vii. Impounded public water supplies. - 500 b. The setbacks for treatment and storage units shall be as follows (all distances in feet): i. Any well with exception of monitoring wells: ii. Any property Iine: 100 50 11. A usable green area shall be maintained for wastewater disposal. The green area shall have the capability of accommodating the average daily flow of the facility being served without exceeding the loading rates of the green area. A "green area", as defined in 15A NCAC 02H .0404 (g)(7), is an area suitable for waste disposal, either in its natural state or which has been modified by planting a vegetative cover of grasses or low growing shrubbery. M. OPERATION AND MAINTENANCE REQUIREMENTS 1. The facilities shall be properly maintained and operated at all times. The facilities shall be effectively maintained and operated as a non -discharge system to prevent the discharge of any wastewater resulting from the operation of this facility. The Permittee shall maintain an Operation and Maintenance Plan pursuant to 15A NCAC 02T .0707 including operational functions, maintenance schedules, safety measures, and a spill response plan. 2. Upon classification of the wastewater treatment and high -rate infiltration facilities by the Water Pollution Control System Operators Certification Commission (WPCSOCC), the Permittee shall designate and employ a certified operator to be in responsible charge (ORC) and one or more certified operator(s) to be back-up ORC(s) of the facilities in accordance with 15A NCAC 08G .0200. The ORC shall visit the facilities in accordance with 15A NCAC 08G .0200 or as specified in this permit and shall comply with all other conditions specified in these rules. WQ0000889 Version 3.0 Shell Version 080124 Page 3 of 9 3. All waste application equipment must be. tested and calibrated at least once per year. Records of the calibration must be maintained for five years. 4. No type of wastewater other than that from PCS Phosphate Aurora Division shall be disposed onto the high -rate infiltration area. 5. An automatically activated standby power source shall be on site and operational at all times capable of powering all essential treatment units. If a generator is employed as an alternate power supply, it shall be tested weekly by interrupting' the primary power source. 6. No traffic or equipment shall be allowed on the disposal area except while installation occurs or while normal maintenance is being performed. 7. Public access to the land application sites shall be controlled. 8. The residuals generated from these treatment facilities must be disposed / utilized in accordance with 15A NCAC 02T .1100. The Permittee shall maintain a`residual management plan pursuant to 15A NCAC 02T .0708. 9. Diversion or bypassing of the untreated wastewater from the treatment facilities is prohibited. 10. The spray beds shall be raked twice weekly during the months of April through October and once a week during the months of November through March. ' 11. The screenings removed from the wastewater treatment plant shall be properly disposed of in a sanitary landfill or by other means that have been approved by this Division. 12. Vegetative growth must be kept out .of the spray bed areas at all times. All vegetation must be removed manually so thatminimal disturbance will occur to the disposal area. 13. The application of chemicals to the distribution field(s) is expressly prohibited. IV. MONITORING AND REPORTING REQUIREMENTS 1. Any monitoring (including groundwater, surface water, soil or plant tissue analyses) deemed necessary by the Division to ensure surface and ground water protection will be established and an acceptable sampling reporting schedule shall be followed. 2. All laboratory analyses for effluent, ground waters, or surface waters shall be made by a laboratory certified by the Division for the required parameter(s) under 15A NCAC 02H .0800. 3. Flow through the treatment facility shall be continuously monitored and daily flow values shall be reported on Fonn NDMR. The Permittee shall install and maintain an appropriate flow measurement device consistent with approved engineering and scientific practices to ensure the accuracy and reliability of flow measurement. Flow measurement devices selected shall be capable of measuring flows with a maximum deviation of less than 10 percent from true flow, accurately calibrated at a minimum of once per year, and maintained to ensure that the accuracy of the measurements is consistent with the accepted capability of that type of device. The Permittee shall keep records of flow measurement device calibration on file for a period of at least three years. At a minimum, data to be included in this documentation shall be: a. The effluent from the subject facilities shall be monitored by the Permittee at the frequency(ies) and location(s) for the parameter(s) specified in Attachment A. 5. The Permittee tracking the amount of wastewater disposed shall maintain adequate records. These records shall include, but are not necessarily limited to, the following information: a. Date of high -rate infiltration, b. Volume of wastewater infiltrated, c. Field infiltrated, d. Length of time field is infiltrated, e. Continuous weekly, monthly, and year-to-date hydraulic (inches/acre) loadings for each field, and f. Weather conditions. 6. A record shall be maintained of all residuals removed from this facility. This record shall include the name of the hauler, permit authorizing the disposal or a letter from a municipality agreeing to accept the residuals, date the residuals were hauled, and volume of residuals removed. 7. A maintenance log shall be maintained at this facility including but not limited to the following items: a. Visual observations of the plant and plant site. b. Record of preventative maintenance (changing of filters, adjusting belt tensions, alarm testing, diffuser inspections and cleanings, etc.). c. Date of calibration of flow measurement device. d. Date and results of power interruption testing on alternate power supply. 8. Monitor wells shall be sampled at the frequencies and for the parameters specified in Attachment C. All mapping, well construction forms, well abandonment forms, and monitoring data shall refer to the permit number and the well nomenclature as provided in Attachment C and Figure 1. 9. Two copies of the results of the sampling and analysis must be received on Form GW-59 (Groundwater Quality Monitoring: Compliance Report Form), along with attached copies of laboratory analyses, by the Division of Water Quality, Information Processing Unit, 1617 Mail Service Center, Raleigh, North Carolina 27699-1617 on or before the last working day of the month following. the sampling month. Form GW-59 shall include the number of this permit and the appropriate well identification number. One Form GW-59a certification form shall be provided for each set of sampling results submitted. 10. Noncompliance Notification: The Permittee shall report by telephone to the Washington Regional Office, telephone number (252) 946-6481, as soon as possible but in no case more than 24 hours or on the next working day following the occurrence or first knowledge of the occurrence of any of the following: a. Any occurrence at the wastewater treatment facility which results in the treatment of significant amounts of wastes which are abnormal in quantity or characteristic, such as the dumping of the contents of a sludge digester; the known passage of a slug of hazardous substance through the facility; or any other unusual circumstances including ponding in the high -rate infiltration area or runoff from the high -rate infiltration areas. b. Any process unit failure, due to known or unknown reasons, that render the facility incapable of adequate wastewater treatment such as mechanical or electrical failures of pumps, aerators, compressors, etc. c. Any failure of disposal system resulting in a by-pass directly to receiving waters. d. Any time that self -monitoring information indicates that the facility has gone out of compliance with its permit limitations including, but not limited to, freeboard measurements, effluent limitations, exceedances of groundwater standards, or overloading of any infiltration area. For any emergency that requires immediate reporting (e.g., discharges to surface waters, imminent failure of a storage structure, etc.) outside normal business hours must be reported to the Division's Emergency Response personnel at telephone number (800) 6624956, (800) 858-0368, or (919) 733- 3300. Persons reporting such occurrences by telephone shall also file a written report in letter form within five (5) days following first knowledge of the occurrence. This report must outline the actions taken or proposed to be taken to ensure that the problem does not recur. V. INSPECTIONS 1. Adequate inspection and maintenance shall be provided by the Permittee to ensure proper operation of the subject facilities. 2. The Permittee or his designee shall inspect the wastewater treatment and disposal facilities toprevent malfunctions and deterioration, operator errors and discharges which may cause or lead to the release of wastes to the environment, a threat to human health, or a nuisance. The Permittee shall keep an inspection log or summary including at least the date and time of inspection, observations made, and any maintenance, repairs, or corrective actions taken by the Pennittee. This log of inspections shall be maintained by the Permittee for a period of five years from the date of the inspection and shall be made available upon request to the Division or other permitting authority. 3. Any duly authorized officer, employee, or representative of the Division may, upon presentation of credentials, enter and inspect any property, premises or place on or related to the disposal site or facility at any reasonable time for the purpose of determining compliance with this permit; may inspect or copy any records that must be maintained under the terms and conditions of this permit, and may obtain samples of groundwater, surface water, or leachate. VI. GENERAL CONDITIONS 1. Failure to abide by the conditions and limitations contained in this permit may subject the Permittee to an enforcement action by the Division in accordance with North Carolina General Statute 143- 215.6A to 143-215.6C. 2. This permit shall become voidable unless the facilities are constructed in accordance with the conditions of this permit, the approved plans and specifications, and other supporting data. No variances to applicable rules governing the construction and / or operation of the permitted facilities are granted unless specifically requested and granted in this permit. The issuance of this permit does not exempt the Permittee from complying with any and all statutes, rules, regulations, or ordinances, which may be imposed by other government agencies (local, state, and federal) that have jurisdiction. Of particular concern to the Division are applicable river buffer rules in 15A NCAC 02B .0200, erosion and sedimentation control requirements in 15A NCAC Chapter 4 and under the Division's General Permit NCGO10000, and any requirements pertaining to wetlands under 15A NCAC 02B .0200 and 02H :0500: 5. In the event there is a desire for the facilities to change ownership, or there is a name change of the Permittee, a formal permit request must be submitted to the Division on official Division forms, documentation from the parties involved, and other supporting materials as may be appropriate. The approval of this request will be considered on its merits and may or may not be approved. The Permittee of record shall remain fully responsible for compliance until a permit is issued to the new owner. 6. The Permittee shall retain a set of approved plans and specifications for the life of the facilities permitted herein. 7. The following buffers shall be maintained: a) 100 feet between treatment/storage units and any wells, b) 50 feet between treatment/storage units and surface waters, and c) 50 feet between treatment/storage units and property lines. Some of the buffers specified above may not have been included in previous permits for this waste treatment and disposal system. These buffers are not intended to prohibit or prevent modifications, which are required by the Division, to improve performance of the existing treatment facility. These buffers do, however, apply to modifications_ of the treatment and disposal facilities that are for the purpose of increasing the flow that is tributary to the facility. These buffers do apply to any expansion or modification of the irrigation areas and apply in instances in which the sale of property would cause any of the buffers now complied with, for the treatment and disposal facilities, to be violated. The applicant is advised that any modifications to the existing facilities will require a permit modification. 7. There shall be no public access to the wastewater treatment equipment, wastewater storage structures or to the wastewater within the closed -loop recycle facility. 8. An Operation and Maintenance Plan of the wastewater recycle system shall be maintained for the facility and shall contain the following" — - a) Description of the operation of the recycle system in sufficient detail to show what operations are necessary for the facility to function and by whom the functions are to be conducted; b) Description of anticipated maintenance of the system; c) Provisions for safety measures, including restriction of access to the site and equipment, as appropriate; d) Spill Control provisions including: i. Response to upsets and bypasses including control, containment, and remediation; ii. Contact information for plant personnel, emergency responders, and regulatory agencies. 9. This permit is not transferable. In the event there is a desire for the facilities to change ownership, or there is a name change of the Permittee, a formal permit request must be submitted to the Division of Water Quality (Division) accompanied by an application fee, documentation from the parties involved, and other supporting materials as may be appropriate. The approval of the request will be considered on its merits and may or may not be approved. 10. In the event that the facilities fail to perform satisfactorily, including the creation of nuisance conditions, the Permittee shall take immediate corrective action, including those actions that may be required by this Division, such as the construction of additional or replacement treatment or disposal facilities. 11. The residuals generated from these treatment facilities must be disposed in accordance with General Statute 143-215.1 and in a manner approved by the Division. 12. ' Since this is a North Carolina permitted non - discharge process wastewater system, 40 CFR 418.12(b) does not apply. 2 13. The facilities shall be effectively maintained and operated as a non -discharge system to prevent the discharge of any wastewater resulting from the operation of this facility. 14. Diversion or bypassing of untreated wastewater from the treatment facilities is prohibited. 15. Freeboard in the Cooling Ponds shall not be less than two feet at any time. 16. A waste -level gauge, to monitor waste levels in the cooling ponds, shall be provided. This gauge shall have readily visible permanent marldngs indicating the maximum liquid level at the top of the temporary liquid storage volume, minimum liquid level at the bottom of the temporary liquid storage volume, and top of the dam elevations. Caution must be taken not to damage the integrity of the liner when installing the gauge. 17. Any monitoring deemed necessary by the Division to insure surface and ground water protection will be established and an acceptable sampling reporting schedule shall be followed. 18. Adequate inspection, maintenance, and cleaning shall be provided by the Permittee to insure proper operation of the subject facilities. 19. The Permittee or his designee shall inspect the wastewater recycle facilities to prevent malfunctions and deterioration, operator errors and discharges which may cause or lead to the release of wastes to the environment, a threat to human health, or a nuisance. The Permittee shall maintain an inspection log or summary including at least the date and time of inspection, observations made, and any maintenance, repairs, or corrective actions taken by the Permittee. This log of inspections shall be maintained by the Permittee for a period of three years from the date of the inspection and shall be made available to the Division or other permitting authority, upon request. 20. Any duly authorized officer, employee, or .representative of the Division may, upon presentation of credentials, enter and inspect any property, premises or place on or related to the recycle system at any reasonable time for the purpose of determining compliance with this permit, may inspect or copy any records that must be maintained under the terms and conditions of this permit, and may obtain samples of groundwater, surface water, or leachate. 21. The annual administering and compliance fee must be paid by the Permittee within thirty (30) days after being billed by the Division. Failure to pay the fee accordingly may cause the Division to initiate action to revoke this permit as specified by 15A NCAC 2H .0205 (c)(4). 22. Failure to abide by the conditions and limitations contained in this permit may subject the Permittee to an enforcement action by the Division in accordance with North Carolina General Statute 143-215.6A to 143- 215.6C. 23. The issuance of this permit does not exempt the Permittee from complying with any and all statutes, rules, regulations, or ordinances which may be imposed .by other government agencies (local, state, and federal) which have jurisdiction, including but not limited to applicable river buffer rules in 15A NCAC 2B.0200, erosion and sedimentation control requirements in 15A NCAC Chapter 4 and under the Division's General Permit NCG010000, and any requirements pertaining to wetlands under 15A NCAC 2B .0200 and 2H .0500.20. 24. A set of approved plans and specifications for the subject project must be retained by the Permittee for the life of this project. 25. Noncompliance Notification: The Permittee shall report by telephone to the Washington Regional Office, telephone number (252) 946- 6481, as soon as possible, but in no case more than 24 hours or on the next working day following the occurrence or first lmowledge of the occurrence of any of the following: 3 a. Any occurrence at the wastewater treatment facility which results in the treatment of significant amounts of wastes which are abnormal in quantity or characteristic, such as the dumping of the contents of a basin or tank, the known passage of a slug of hazardous substance through the facility, or any other unusual circumstances; b. Any process unit failure, due to known or unlmown reasons, that renders the facility incapable of adequate wastewater treatment, such as mechanical or electrical failures of pumps, aerators, compressors, etc.; c. Any failure of a pumping station, sewer line, or treatment facility resulting in a by-pass directly to receiving waters without treatment of all or any portion of the influent to such station or facility; or d. Any time that self -monitoring information indicates that the facility is not in compliance with its permit limitations. Occurrences outside normal business hours may also be reported to the Division's Emergency Management personnel at telephone number (800) 858-0368, or (919) 733-3300. Persons reporting such occurrences by telephone shall also file a written report in letter form within five (5) days following first knowledge of the occurrence. This report must outline the actions taken or proposed to be taken to ensure that the problem does not recur. 26. Upon classification of the wastewater treatment and spray irrigation facilities by the Water Pollution Control System Operators Certification Commission (WPCSOCC), the Permittee shall designate and employ a certified operator to be in responsible charge (ORC) and one or more certified operator(s) to be back-up ORC(s) of the facilities in accordance with 15A NCAC 8G .0201. The ORC shall visit the facilities in accordance with 15A NCAC 8G .0204 or as specified in this permit and shall comply with all other conditions specified in these rules. 27. The twenty one (21) existing monitor wells (MW1-3A, MW1-3B, MW1-4A, MW1-4B, MW1-5A, MW1- 5B, MW1-6A, MW1-6B, MW1-7A, MW1-7B, MW1-8A, and MW1-8B surrounding the recycle cooling pond No. 1, and MW2-1AR, MW2-1BR, MW2-3A, MW2-3B, MW2-4A, MW2-4B, MW2-4C, MW2-5B, and MW2-5C surrounding recycle pond No. 2) must be sampled every May and November for the following parameters: Sulfate (SO4) Total Dissolved Solids (TDS) Fluoride (F) pH Chloride (CI) Water Level Total Phosphorous Sodium (Na) The following parameters shall be monitored in November only: Total Organic Carbon (TOC) Heavy Metals (by Inductively Coupled Plasma -Method 200.7) Volatile Organic Compounds(VOC) Using Method 6230D (Capillary - Column), "Standard Methods For The Examination of Water and Wastewater", 17th ed., 1989 The measurement of water level must be made prior to sampling for the remaining parameters. The depth to water in each well shall be measured from the surveyed point on the top of the casing. The measuring points (top of well casing) of all monitoring wells shall have been surveyed to provide relative elevations of the measuring point for each of the monitoring wells. 4 One copy of the results of the sampling and analysis must be received by the NC Division of Water Quality Information Processing Unit, 1617 Mail Service Center, Raleigh, North Carolina 27699-1617, and one copy shall be sent to the Division's Washington Regional Office, address 943 Washington Square mall, Washington, North Carolina 27889, on or before the last working day of every June and December. 28. Any additional groundwater quality monitoring, as deemed necessary by the Division, shall be provided 29. The COMPLIANCE BOUNDARY for the disposal system is specified by regulations in 15A NCAC 2L, Groundwater Classifications and Standards. The Compliance Boundary is for the disposal system constructed after December 31, 1983 is established at either (1) 250 feet from the waste disposal area, or (2) 50 feet within the property boundary, whichever is closest to the waste disposal area. An exceedance of' Groundwater Quality Standards at or beyond the Compliance Boundary is subject to immediate remediation action in addition to the penalty provisions applicable under General Statute 143-215.6A(a)(1). 30. In accordance with 15A NCAC 2L, a REVIEW BOUNDARY is established around the disposal systems midway between the Compliance Boundary and the perimeter of the waste disposal area. Any exceedance of standards at the Review Boundary shall require remediation action on the part of the permittee 31. Thirty (30) days prior to the start of a dredging operation, the permittee must notify the Division's Washington Regional Office of it's intentions in writing. This written notification shall include the extent of the intended dredging and the specific gypsum pile on which the solids will be disposed. • 32. Dredging of gypsum solids from the cooling ponds is approved using either methods of wet dredging to the active gypsum stack or by dry excavation and truck hauling to the reclamation gypsum stack. The ultimate disposal of gypsum from the PCS Phosphate (Aurora) gypsum stacks is through the gypsum/clay blend system into a mine reclamation area. 33. Solids removal in Cooling Pond No. 1 shall be limited to a depth of 7.5 feet msl and solids removal in Cooling Pond No. 2 shall be limited to a depth of 7.0 feet msl. 34. No wastewater other than that approved by this permit shall be disposed of in the cooling ponds or allowed to enter the recycle system. A permit amendment is required from the Division of Water Quality to add any new sources of wastewater. The make-up to the recirculating system is stormwater and / or mine process generated wastewater, which is defined in 40 CFR 436.181e. 35. However, they welcome fossil hunters. Each season, the mine allows clubs and individuals that apply for collecting slots to enter the mine. The mine simply asks that hunters only come in once a season, to give other hunters a fair chance to obtain slots. To obtain a slot, you must have made prior arrangements and be on the collecting list before the collecting season in order to gain access into the mine. For more information, you can contact the PCS Public Affairs Dept. If you have obtained a collecting slot, please be aware of the mine regulations and safety procedures before you go: O You must wear steel towed shoes, a hardhat, and safety glasses. Hardhats cannot be white (the guides use white hardhats). There are usually extra hardhats available at the mine, but just in case none are available, you should bring your own.
