The North Carolina Division of Water Resources conducted an inspection of the Bear Lake Reserve WWTP on
6/28/2021. This inspection was conducted to verify that the facility is operating in compliance with the
conditions and limitations specified in Non-discharge Permit No. WQ0029233. The findings and comments
noted during this inspection are provided in the enclosed copy of the inspection report entitled "Compliance
Inspection Report".
There were no significant issues or findings noted during the inspection and therefore, a response to this
inspection report is not required.

Inspection Summary:
Mikal Willmer, with the Asheville Regional Office, conducted a Compliance Evaluation Inspection of the Bear Lake Reserve
WWTP on June 28, 2021. This inspection was conducted to determine if the facility is being operated and maintained in
compliance with Permit No. WQ0029233. ORC, Mike beck, was present and assisted in the inspection.
A summary with comments and recommendations from the inspection is below.
Historically, Bear Lake Reserve WWTP has had very limited seasonal flow. This inspection was the first-time inspectors
have noted a darker activated sludge, indicative of a healthy biological environment. The ORC reported it was the first time
he would have to waste since becoming ORC of the facility.
Facility staff have adjusted operations recently due to several permit limit exceedances. Mr. Beck stated they were
modifying the float positions in the EQ Basin once again to maintain a continuous flow through the system. An inoperable
mixer was recently replaced, and staff have increased UV bulb cleanings to once a week. UV bulbs are still only replaced
once a year. It is recommended staff increase the frequency of bulb replacement if exceedances are attributed to bulb
failure multiple times over the course of a year. It was noted that staff appear to now leave the weir box lid shut, which can
help reduce algal growth.
The ORC indicated effluent is routed to the upset tank when there is minimal flow to the facility. Please note, if flows are
routed to the upset tank for an entire month, this should be recorded on the NDMR otherwise it appears all flows are sent to
the irrigation tank.
RPB systems is maintaining Diesel for the WWTP generator. The influent lift station still does not have a fuel vendor to
supply propane. Inspectors do acknowledge if power is lost to the Reserve, residents would not have water and their
individual grinder pumps would be inoperable; however, this needs to be addressed to ensure the long-term operability of the
lift station. RPB systems can obtain portable generators as needed from Allan Dearth Sons in the interim.
The collection system is being monitored and maintained by RPB systems. A collection system map is available at the
WWTP along with the lift station inspection logs. Spare pumps are also maintained onsite. No reported issues with the
collection system. As a reminder, the permittee is required to send out biannual fats, oil, and grease educational material to
all system users. 15NCAC 02T.0403 can be referenced for the requirements of a collection system under 200,000 gallons
per day
