Snider, Assistant Regional Supervisor Water Quality Regional Operations 450 West Hanes Mill Road, Suite 300 Winston-Salem, North Carolina 27105 Dear Mr. Snider, NC Department of Environmental Quality Received JUN 0 9 2021 Winston-Salem Regional Office RCB-20210616-NOV-2021-DV-0249 -Recommend no further action. This was a relatively small spill and the actions they've taken seem to sufficient to me. This letter is in response to the Notice of Violation and Recommendation for Enforcement Letter dated May 18, 2021 received by the City of Greensboro. The address where the violation occurred and the amount spilled is shown below: 1. 1121 South Benbow Road 1500 Gallons The sanitary sewer release at 1121 South Benbow Road on February 2, 2021, was due to grease accumulation in the sanitary sewer at this address. A combination jet truck was dispatched to unstop the blockage and clean the line. Once the sanitary sewer overflow was stopped, we thoroughly cleaned all lines in the area to ensure we could perform a CCTV inspection of the line to see if further action would be needed to prevent future grease accumulation. The line is now on a biannual PM schedule, and we will monitor the line to see if that cycle needs to be increased in the future. In addition, our Fats, Oils, and Grease code enforcement officer has passed out educational material to the residents in the affected area to help reduce the amount of grease entering the collections system. We will also be working with the residents to further educate them on the problems that grease causes on the sewer collections system. Remediation efforts include opening fire hydrants to flush the affected area. It is our duty to comply with the requirements of Collection System Permit Number WQCS00006 and G.S. 14.1-215.1(a)(1), and we will continue to address unforeseen circumstances as quickly as they occur. If any additional information is required, please do contact me. We appreciate your review and welcome your feedback. The Division's Winston-Salem Regional Office concludes that the City of Greensboro violated Permit Condition I (2) of Permit No. WQCS00006 by failing to effectively manage, maintain, and operate their collection system so that there is no SSO (Sanitary Sewer Overflow) to the land or surface waters and the SSO constituted making an outlet to waters of the State for purposes of G.S. 143-215.1(a)(1), for which a permit is required by G.S. 143-215.1. The Winston-Salem Regional Office is providing the City of Greensboro an opportunity to provide evidence and justification as to why the City of Greensboro should not be assessed a civil penalty for the violation(s) that are summarized below: Incident Start Duration Number Date (Mins) Location Cause Total Vol Total Surface Vol Water (Gals) (Gals) DWR Action 202100386 2/2/2021 83 1121 South Benbow Grease Road 1,500 1,500 Notice of Intent 202100424 2/5/2021 93 801 South Lindell Road Grease 500 500 Notice of Violation 202100444 2/9/2021 39 1008 North Holden Rd Roots 300 300 Notice of Violation D_EQ ) North Carolina Department of Environmental Quality i Division of Water Resources Winston-Salem Regional Office 1450 West Hanes Mill Road.
