Good afternoon Robert,
The Division has initiated environmental studies and preliminary designs for the replacement of
Bridge No. 15 on NC 179B over the Calabash River in Brunswick County. The current bridge is 281 ft
long and 30.25 ft wide. The Division is proposing to remove the earthen causeway and span the
entire coastal wetlands and river with a 575 ft long bridge (-290 ft of causeway removal). The new
bridge will also include a 10 ft wide multiuse path on the downstream side of the bridge which has
been requested by the Town of Calabash. We have met with our stormwater folks (Brian Lipscomb
and Andy McDaniel) to discuss stormwater management on this project and they have provided us
with the attached SELDM Catalog Reports for both the entire contributing roadway segment and for
the 'narrow' bridge (assuming the smaller shoulders) as well as the accompanying StreamStats
report for the watershed. They have also assisted use with developing some draft language for the
SMP. Based on the findings of these reports, designing this bridge with deck drain will have no
detrimental impacts on water quality. Furthermore, including deck drains on the structure will
decrease the overall bridge width. which will reduce shading and increase area of coastal wetland
restoration, narrow the approaches which will minimize impacts to a county park on the SW
quadrant and a campground on the SE quadrant. Removing the causeway will increase habitat and
improve water circulation in this PNA.
Please review the attached information and proposed SMP language and let me know if you concur
that stormwater proposal is acceptable to DWR. I have also attached the preliminary 25% plans
which was developed prior to this proposed SW plan.
If you have any questions or would like to have a teams meeting to discuss this further with the
project management team please let me know. Also, fyi,Joanne attended the scoping meeting for
this project prior to her retirement and was aware of the stormwater challenges.
