This inspection was conducted to verify that the facility is operating in compliance with the conditions and limitations specified in Collection System Permit No. WQCSD0359. A summary of the findings and comments noted during the inspection are provided in the enclosed copy of the inspection report. The Collection System Non-sampling inspection was conducted by Division of Water Resources staff from the Asheville Regional Office. The following deficiencies were noted during the inspection: Inspection Area Description of Deficiency _________________________________________________________________________________________________________________________________________________________________________ General The sewer system map is labeled incorrectly and should be updated to reflect the actual system. _________________________________________________________________________________________________________________________________________________________________________ Inspections Maintenance records are not being maintained and the entire system is not being observed annually. The inspection was conducted to determine whether the system is being operated and maintained in compliance with deemed-permitted collection system permit no. WQCSD0359. Ms. Armeni was accompanied by Ms. Juanita James with James & James Environmental. The inspection reflects non-compliance with the permit. The following deficiencies were observed during the inspection: 1.General: The sewer system map is from 2000 and the manholes are incorrectly labeled. It is recommended to have the entire map updated to reflect where all sanitary sewer manholes are located. 2.Inspections: Inspection documentation of the high-priority line was not provided. This line should be inspected every six months and conditions of the line should be documented. Additionally, a general observation of the entire collection system should be conducted once a year and documented, which has also not been conducted. 3.Manholes: Sanitary sewer manholes could not be located. The located manholes were labeled as sanitary sewer, but were actually drinking water supply manholes. All sanitary sewer manholes need to be located, opened, and inspected. Per the 15A NCAC 02T.0403 rules, an Operation and Maintenance Plan should be developed that includes a preventive maintenance schedule and the Spill Response Plan. The sewer system map provided was from 2000. It is recommended to have a new sewer system map created to document any changes and to provide the correct locations of the sanitary sewer manholes. Juanita James (James and James Environmental) stated that grease/sewer education pamphlets were mailed to customers every six months. She also stated that there's one grease trap at the Inn at Linville Falls, and they have had no issues with grease. There is one high-priority line near the Inn at Linville Falls. This line crosses two streams and lays along the bottom of the streambank.
