proposed work includes removal of the existing riprap on Briar Creek and reconstruction of the
banks using various boulder structures, stabilization measures and vegetative planting.

Charlotte Country Club Briar Creek Enhancement Project
Existing Conditions and Design Summary
Beginning in the spring of 2007 the Charlotte Country Club began a significant
renovation of its 18-hole golf course. As part of the renovation, the Charlotte Country
Club identified areas targeted for flood reduction and stream enhancement. These areas
include the enhancement of Briar Creek.
1.0 Watershed Assessment
The project site is a 1,435 linear foot rip rap lined section of Briar Creek located on the
Charlotte Country Club golf course as shown on Figure 1 and the attached photo log.
After flowing through Charlotte Country Club, Briar Creek enters Little Sugar Creek,
which flows through central and southern Mecklenburg County. Little Sugar Creek then
enters Sugar Creek, which joins with the Catawba River east of Rock Hill, SC.
The Briar Creek watershed upstream of the project site is 8.2 square miles and is close to
built-out capacity, comprised primarily of older residential developments. The land use
within the watershed boundary includes residential (74%), woods/brush (14%),
commercial (6%), institutional (3%), industrial (2%).
1.1 Soils
The soils surrounding and within the project site are primarily aCecil-Urban land
complex and a Cecil sandy clay loam. Cecil soils form in residuum from felsic
rock. They are very deep and well drained. Urban land soils consist of areas where
the original soils have been cut, filled, graded, or paved to the extent that a soil type
can no longer be recognized. Floodplain and stream soil types are predominantly
composed of Monacan soils and Arents, and Cecil sandy loam clay. Monacan soils
are very deep and somewhat poorly drained. Arents consist of areas that are
covered with from 2 to 8 feet of fill material in order to improve the drainage and
raise the area above the level of flooding. Figure 2 illustrates the soils on the
project site.
1.2 Geology
The Charlotte Country Club lies within the Charlotte Belt, which is comprised
mainly of metavolcanic and plutonic rock types. The geology within the Charlotte
Country Club project site primarily consists of a metamorphosed mafic complex.
The mafic complex includes metamorphosed equivalents of gabbroic and ultramafic
intrusives, hypabyssal and probably extrusive basalts.
2.0 Existing Drainage Conditions
The Briar Creek project reach is approximately 1,435 linear feet. It is a rip rap lined
channel bisecting the Country Club property that has been straightened in the past.
This portion of the channel is devoid of any significant vegetation growing on the
banks and has little aesthetic charm. The watershed drainage area for Briar Creek at

the Country Club is approximately eight square miles and is comprised almost
entirely of urban residential development. Storm water peak discharges within the
Briar Creek system rise and fall quickly due to the large percentage of impervious
area in the watershed. Storm water flows often fill the entire channel and spill onto
the adjacent floodplains (fairways). The existing channel has 2:1 side slopes and is
approximately 45 feet wide at the top with a bottom width of nearly 15 feet. The
depth of the channel varies from just over five feet near the upper extent of the project
and almost 10 feet at the downstream end. Despite the high flow velocity and large
volume of water flowing through the system, the channel has remained very stable
through the property due to the rip rap bank protection. The bed of the creek appears
to have hit bedrock in many areas and therefore has remained vertically stable. There
are also significant bedrock outcroppings in the banks of the channel at the lower
portion of the project reach.
There are a series of bridges that span the creek throughout the project area. Most
bridges are at an elevation high enough to keep them from being affected by annual
flood flows. The current maintenance requirements of the channel are limited to
spraying the banks with herbicide to minimize the weed population and debris
removal from the top of banks after a heavy storm.
3.0 Enhancement Constraints and Feasibility
Enhancement opportunities for Briar Creek come with significant constraints. Two
sanitary sewer lines are located parallel Briar Creek on the left and right banks above
the project boundary. Near the eastern project boundary, the northern line passes
under Briar Creek and joins with the southern line forming a single 27 inch sanitary
sewer line parallel to the channel for approximately 1,325 LF before exiting the
project area. A second sanitary sewer line installed on the north bank of Briar Creek
runs parallel to the channel from near the 11th hole pond to the end of the project
boundary. At the downstream end of the project, at the 5th and 8th hole fairways, the
sewer is near enough to the creek and shallow enough that excavating a bankfull
bench is not feasible. The bench elevation will be adjusted in these areas to
accommodate the existing sewer lines.
The existing cart and pedestrian bridges present challenges to construction and limit
the potential grading of continuous floodplain benches on the banks of Briar Creek.
Removing the rip rap protection from the banks of the channel creates potential
instability issues that will be managed by installing boulder structures in the bed and
planting terraces creek banks. In addition to installing stone structures in the channel,
the banks will require extensive installation of herbaceous plant material. The
combination of stone and extensive planting will help provide the stability required of
a large urban channel. The recommended planting density for Briar Creek is 4-6
plants per square yard.

4.0 Proposed Improvements
Enhancements to the Briar Creek channel will include removing the riprap bank
protection, excavating floodplain benches, installing boulder structures, and
stabilizing the bank and bench areas with flood tolerant ornamental vegetation. Due
to the significant restrictions imposed by the golf course architect, existing sewer line
locations, and location of bridges spanning the creek, the proposed floodplain bench
areas and elevations will be limited in scope.
In-stream structures will be installed in areas where near bank shear stress is expected
to be highest, where a change in the bed elevation is desired, or where a significant
change in flow direction takes place. Proposed structures include cross vanes, j-hook
vanes, constructed riffles, and a boulder toe. In addition to in-stream structure
installation all channel banks exposed during the process of riprap removal will be
backfilled and stabilized with atopsoil/mulch combination, coir fiber matting,
boulder reinforcement (as needed), and extensive seeding and planting. The use of
coir matting and seeding the channel will provide short-term stability to the banks,
while planting deep rooting vegetative material will provide long-term structural
stability to the system. Additional information concerning the proposed plant species
is located in the attached 60% plan set.
There are multiple areas of the site where bedrock is present in the banks and
potentially just under the surface of the sod. In these areas, the floodplain bench will
be excavated to expose the rock where practicable. Excavation of topsoil to expose
bedrock in the floodplain will be restricted in certain areas where minimum cover
requirements for the sanitary sewer would be violated if cover material was removed.
The portions of the site where a floodplain bench is excavated into the hillside will
have dry stacked stone walls installed to transition from the bench elevation to the
existing ground elevation. Native field stone will be used for the walls, which will
provide an aesthetically pleasing transition between elevations. Portions of the wall
where significant grade changes occur will be terraced to prevent excessive wall
height and avoid creating areas that may present a fall hazard.
The overall design of this enhancement project includes removing the riprap bank
protection, excavating floodplain benches, installing boulder structures, and
stabilizing the bank and bench areas with flood tolerant ornamental vegetation. This
work will stabilize the channel while also improving the habitat and water quality of
the stream.

III. Project Information
Attach a vicinity map clearly showing the location of the property with respect to local
landmarks such as towns, rivers, and roads. Also provide a detailed site plan showing property
boundaries and development plans in relation to surrounding properties. Both the vicinity map
and site plan must include a scale and north arrow. The specific footprints of all buildings,
impervious surfaces, or other facilities must be included. If possible, the maps and plans should

at the time of this application: This enhancement project is located within the golf course
of the Charlotte County Club. The Country Club is located in a fully developed, residential

area of the City of Charlotte (Figure 1). The project site includes 1435 linear feet of Briar
Creek that is currently lined with riprap (Photo log,). The site is described in further detail in
the attached Existing Conditions and Design Summary.
10. Describe the overall project in detail, including the type of equipment to be used:
Enhancements to the Briar Creek channel will include removin the riprap, excavating
floodplain benches installing boulder structures and stabilizing the bank and bench areas
with flood tolerant ornamental vegetation. Due to significant restrictions such as the existing
sewer line locations and location of bridges spanning the creek, the proposed floodplain
bench areas and elevations will be limited in scope. The project is described in further detail
in the attached Existing Conditions and Design Summary.
11. Explain the purpose of the proposed work: The purpose of the project is to enhance 1435
linear feet of Briar Creek through the removal of the existing riprap on the creek and
reconstruction of the banks using various boulder structures, stabilization measures and
vegetative planting This work will stabilize the channel while also improving the habitat
and water quality of the stream. This site was selected based on its probability to restore
quality stream habitat where it has ceased to exist.
IV. Prior Project History
If jurisdictional determinations and/or permits have been requested and/or obtained for this
project (including all prior phases of the same subdivision) in the past, please explain. Include
the USACE Action ID Number, DWQ Project Number, application date, and date permits and
certifications were issued or withdrawn. Provide photocopies of previously issued permits,

A NWP was requested for the Charlotte Country Club Drainage Enhancement Design by the
Charlotte Country Club on May 1 2007. The Drainage Enhancement project included
stabilization work to be performed on unnamed tributaries and maintenance on an existing pond
located on the golf course. The enhancement work on Briar Creek proposed here is being
performed separately

VI. Proposed Impacts to Waters of the United States/Waters of the State

listed separately in .the tables below (e.g., culvert installation should be listed separately from
riprap dissipater pads). Be sure to indicate if an impact is temporary. All proposed impacts,
permanent and temporary, must be listed, and must be labeled and clearly identifiable on an
accompanying site plan. All wetlands and waters, and all streams (intermittent and perennial)
should be shown on a delineation map, whether or not impacts are proposed to these systems.
Wetland and stream evaluation and delineation forms should be included as appropriate.

VII. Impact Justification (Avoidance and Minimization)
Specifically describe measures taken to avoid the proposed impacts. It maybe useful to provide
information related to site constraints such as topography, building ordinances, accessibility, and
financial viability of the project. The applicant may attach drawings of alternative, lower-impact
site layouts, and explain why these design options were not feasible. Also discuss how impacts
were minimized once the desired site plan was developed. If applicable, discuss construction
techniques to be followed during construction to reduce impacts.
The nroiect constitutes a positive impact as it will enhance stream function and habitat by
improving bed features in the stream and adding vegetation along the banks and floodplain.

DWQ - In accordance with 15A NCAC 2H .0500, mitigation may be required by the NC
Division of Water Quality for projects involving greater than or equal to one acre of impacts to
freshwater wetlands or greater than or equal to 150 linear feet of total impacts to perennial
streams.
USAGE - In accordance with the Final Notice of Issuance and Modification of Nationwide
Permits, published in the Federal Register on January 15, 2002, mitigation will be required when
necessary to ensure that adverse effects to the aquatic environment are minimal. Factors
including size and type of proposed impact and function and relative value of the impacted
aquatic resource will be considered in determining acceptability of appropriate and practicable
mitigation as proposed. Examples of mitigation that maybe appropriate and practicable include,
but are not limited to: reducing the size of the project; establishing and maintaining wetland
and/or upland vegetated buffers to protect open waters such as streams; and replacing losses of
aquatic resource functions and values by creating, restoring, enhancing, or preserving similar
functions and values, preferable in the same watershed.
If mitigation is required for this project, a copy of the mitigation plan must be attached in order
for USAGE or DWQ to consider the application complete for processing. Any application
lacking a required mitigation plan or NCEEP concurrence shall be placed on hold as incomplete.
An applicant may also choose to review the current guidelines for stream restoration in DWQ's
Draft Technical Guide for Stream Work in North Carolina (see DWQ website for most current
version.).

as much information as possible, including, but not limited to: site location (attach directions
and/or map, if offsite), affected stream and river basin, type and amount (acreage/linear feet)
