This letter is to inform you of the current and previous situation the Town of Snow Hill
has incurred. Last November the Town received a resignation from our Wastewater ORC after
17 years. The town manager at the time was unable to fill the position. Effective 1 January 2021
the town entered a contract with Carolina Water Services to operate our facility. During that time
there were several issues notated to be fixed. Notations included chlorine feed system not
functioning properly, conductivity meter not operational, two (2) clarifier needing significant
repair; one (1) has already been repaired, aeration rotor not operational; has since been repaired,
digester aerators not functioning properly; has been repaired, influent pump not functional; has
been corrected, and numerous control panels have been updated and repaired. We have also
purchased new lab equipment to help with process control. Since this time frame we are in the
process of getting our chlorine system repaired, and the last clarifier back to full operations as
this is our major expense items.
March of this year we were able to hire a full time Grade II operator to maintain daily
operations. Since his hiring date he has completed the course for Grade III; waiting to take his
exam. After successful completion of that exam we will have a full time ORC. Our back up will
be a contracted service.
April of this year our Board appointed me as Interim Town Manager. Since this time I
have been implementing and working directly with our operator to ensure the budget was able to
reflect appropriations to make the necessary repairs. We will also be undergoing a rate study to
ensure our rates will reflect the necessary financial need to take the proper care of our
mechanical needs at our facility. As this is no excuse, our town has underwent several obstacles
and problematic issues to cause the NOV's received. I can assure you we are and will continue to

take every measure necessary to have things back on track in a very timely manner. Thank you

Following our first full week of operations, here's a summary of conditions. Some of the work has been discussed or
scheduled as noted.
1. As I mentioned, fecal coliform limits were exceeded during the entire month of January as a result of the chlorine
feed system being inoperable combined with frequent solids loss. I believe we have the chlorine operating on a
temporary basis until CTS can make repairs to the system. The chlorine contact chambers will need to be pumped
out and cleaned to remove leftover solids.
2. Both clarifiers have issues with the scrapers and surface skimmers. Clarifier #1 is in the most pressing. We have it
out of service. I expect a cost estimate for pump rental later today for a PO and they should be able to deliver it on
Wednesday. CWS staff will operate it. Pearson will follow for repairs. I recommend immediately transitioning to #2
repairs once #1 is back in service.
3. The following equipment is inoperable:
a. Emergency generator loses fuel pressure and will not start
b. Influent pump #2 (clogged)
c. Grit removal system
d. Aeration Rotor #3
e. Digestor #2 Aerator
f. Ultrasonic sensor at bar screen
4. There is considerable grease and debris in all lift stations and the influent wet well- needs to be vacuumed
5. Chelsea Drive lift station has an inoperable pump
6. Door to ferric room at WWTP is severely degrade, will not close completely. Danger of frozen pipes.
