INTRODUCTION
This Operation and Maintenance (O&M) Plan has been developed with the goal of
preventing or reducing pollutant runoff from City of Mebane owned facilities and
operations. It has been developed as required under Section G of the State of North
Carolina's Pollutant Discharge Elimination System Stormwater Discharge Permit No.
NCS000402, issued to the City effective July 1, 2005.
This O&M Plan is an update from the original dated June, 2006, and describes the City
owned facilities and their operations, identifies potential sources of storm water pollution
at the facilities, recommends appropriate best management practices (BMPs) or
pollution control measures to reduce the potential of discharge of pollutants in storm
water runoff, and provides for periodic review of this O&M Plan.
2. GOALS AND OBJECTIVES
The primary goal of the storm water permit program is to improve the quality of surface
waters by reducing the amount of pollutants potentially contained in the storm water
runoff from City owned facilities. Specifically, this Plan will be in place to reduce or
eliminate the exposure of oil and grease, pesticides, herbicides, fertilizers, sediment,
and other chemicals used by the City, to stormwater. With this understanding, the City
has developed Best Management Practices (BMPs) to reduce or eliminate the
stormwater exposure of pollutants from City activities to the maximum extent practical.
3. RESPONSIBLE PARTIES
The Operation and Maintenance Plan Coordinator for this facility is designated as the
Public Works Director, currently Mr. Wayne Pore.

B. Inspection and maintenance of best management practices.
C. Plans and schedules education -training programs
D. Annual site inspections and assessments.
E. Coordinates clean up of spills and releases.

5. SITE ASSESSMENTS & FACILITY SPECIFIC BEST MANAGEMENT
PRACTICES
A description of the operations and inspection results for each facility are presented
below. A determination of the potential for stormwater pollution for each of the facilities
is presented. In addition the stormwater management controls, or best management
practices (BMPs) are listed below for each facility that was identified to have a risk for
stormwater pollution. These BMPs will be implemented over the course of the following
year to reduce the potential of pollutants entering the stormwater discharged from City
owned facilities.
5.1 City Hall
All of the operations performed at City Hall are administrative in nature and are
contained within the building. No material handling or storage practices occur outside of
the building. The parking lots and drainage systems appeared to be in good condition.
The potential for stormwater pollution from this site was determined to be minimal.
5.2 Planning & Inspections Department
Similar to City Hall, the operations at the Planning & Inspections Department are
administrative in nature. Other than parking of City vehicles, there did not appear to be
any material storage or handling outside of the building. The parking lots and drainage
systems appeared to be in good condition. The potential for stormwater pollution from
this site was determined to be minimal.
5.3 Police Station
Similar to City Hall, the operations at the Police Station are administrative in nature.
Other than parking of police vehicles, there did not appear to be any material storage or
handling outside of the building. The parking lots and drainage systems appeared to be
in good condition. The potential for stormwater pollution from this site was determined
to be minimal.
5.4 Fire Station 1
Two fire trucks are housed at this site. There are two bays, one with floor drains that
were connected to the storm sewer system but were re-routed through a grease trap
and then connected to the sanitary sewer in 2012. At the end of the other bay is a small
floor drain that is connected to the sanitary sewer. This drain is used primarily for
washing the floor. The equipment is regularly washed at Station 2, but occasionally is
washed at this station. No equipment maintenance or repair is performed at this facility.
The potential for stormwater pollution from this site was determined to be minimal.

5.5 Fire Station 2
This facility houses fire prevention and training offices, half of the City's fire apparatus
and equipment, and firefighter accommodations. This facility is staffed 24 hours a day 7
days a week. No equipment maintenance or repair is performed at this facility.
Equipment is washed inside the facility with the washwater draining through floor drains
to a grease trap before discharging into the sanitary sewer system. All chemicals are
properly stored in a fire safe cabinet. The potential for stormwater pollution from this site
was determined to be minimal.
5.6 Fire Station 3
This station was built in 2015, this facility houses fire life safety offices, half the City's
fire apparatus and equipment, and firefighter accommodations. This facility is also
staffed 24 hours a day 7 days a week. All of the floor drains are connected to the
sanitary sewer and have a grease trap. All chemicals are properly stored in a fire safe
cabinet. This facility has two sodded bio-retention basins and a tree box system with
underground retention and detention. The potential for stormwater pollution from this
site was determined to be minimal.
5.7 Public Works Facilities
The Public Works facilities consist of a main shop building, a waste oil storage tank, 2-
open garages, a covered fueling area, a shop building used by the wastewater
treatment plant, a garbage and vacuum truck cleanout structure, a greenhouse used by
the appearance commission, two roll -off dumpsters, and outdoor, uncovered areas for
yard waste, leaf collection, and construction debris, soil and aggregate stockpiling. See
the attached Public Works Site Map.
The City of Mebane's Public Works Facility performs the following activities:
• Storage, maintenance, and repair of City owned trucks and equipment.
• Storage of misc. materials used in the repair and maintenance of the
City's water and sewer systems.
• Fueling of City owned vehicles.
• Residential garbage collection.
• Street sweeping.
• Outdoor storage of gravel, construction debris, and dirt.
• Leaf collection and storage.
• Yard waste collection and storage.

Main Shop Building
There are several offices, a break area, restroom, 4 work bays, a wash bay, and a
tools & equipment storage bay in the main shop building. Maintenance and repairs
are performed in the work bays for all city owned equipment and vehicles. Each work
bay and the wash bay have floor drains that discharge to a grease trap before
entering the sanitary sewer system. The areas immediately outside the bay doors
are concrete and slope away from the building.
55 gallon drums of hydraulic fluid, oil, and degreaser are stored at the facility, along
with small quantities of transmission fluid, anti -freeze, misc. solvents and cleaners.
These are stored in quart and gallon containers in a steel flammables cabinet, in a
locked room within the work bays, or on secondary containment vessels. All waste
oils are stored onsite in a diked waste oil steel tank. The used oil and degreaser are
collected by a waste oil recycler. Granular absorbent material is readily available for
cleanup of spills and leaks.
Washing of trucks and vehicles (including police vehicles) is performed in the wash
bay. However, during the summer months, some washing occurs outside on the
pavement. This wash water enters the storm drainage system and flows to the south
towards MoAdams Creek. All washing should be done within the wash bay and when
cleaning bays direct water towards the floor drains to reduce the potential for
stormwater pollution.
Waste Oil Tank
A single wall steel tank is located behind the facility on the northeast corner of the
paved area. Originally, only an unsealed concrete block dike with a concrete bottom
and open drain was the only pollution protection measures in place. Through past
inspections and recommendations, the oil storage tank area has been re -modeled to
reduce the potential for stormwater pollution. The block containment dike has been
rebuilt and sealed. A concrete apron and curb has been installed around the dike so
waste oil can be transferred to the storage tank easier and a canopy was installed
over the entire tank area. Spill kits are in place at this site. During the 2017 inspection
it was noted that there was some evidence of spills outside the contained area and
the secondary containment unit needs to be cleaned out. The oil rag disposal
trashcan needs to be emptied regularly and stored under the shelter.
Open Garages
These buildings are located west of the main building and border the employee
parking lot. They are used for storing public works vehicles (garbage trucks, street
sweeper, small trucks, tractors, etc.). No material storage was observed in either of
these buildings. To reduce the potential for stormwater pollution, ensure all leaky
equipment is repaired, lids are on all trash cans, and oil and chemicals are properly
stored.

Fueling Area
The covered fueling area is used by the public works, the Fire department, and Police
Departments for fueling City Vehicles. It consists of three aboveground storage tanks
and pumps, 1,000 gallon gasoline, 1,000 gallon on -road diesel, and 500 gallon off -
road diesel. The tanks and pumps are covered, but the vehicle area is not. The
fueling area is paved and stormwater flow is across the paved area to a grass swale.
Because of the materials involved, there is a potential for stormwater pollution.
Ensure Standard Operating Procedures (SOP) for spill cleanup are posted on site
and ensure any spills are properly cleaned. Investigate the possibility of installing a
berm to divert stormwater from flowing across the paved area.
Wastewater Treatment Plant Shop Building
This metal building is located west of the vehicle storage buildings and is used by the
Mebane Wastewater Treatment Plant (WWTP) as a shop and storage area. The
shop contains torque fluid, gear oil, misc. electrical supplies, pumps, and motors.
Because of the materials involved, there is a potential for stormwater pollution.
Ensure the site has spill kits and any spills are properly cleaned.
Garbage Truck Washout Structure
This structure is located south on the main building. It consists of a concrete sloped
floor with a manhole sized drain connected to the sanitary sewer and three brick
walls. Garbage and vacuum trucks are washed here and any solid waste deposited
on the drain grate is taken to the landfill. The potential for stormwater pollution from
this site was determined to be minimal.
Greenhouse
This small greenhouse is located near the washout structure. It is used by the City's
appearance commission to grow small potted plants and flowers. The potential for
stormwater pollution from this site was determined to be minimal.
Dumpsters
Dumpsters are located along the north boundary of the public works area. Two
uncovered roll -off dumpsters are used to temporarily store heavy garbage, such as
appliances, and the other for scrap steel and metals. Three smaller dumpsters
contain plastic products, cardboard, and aluminum products. The potential for
stormwater pollution from this site was determined to be minimal.
Yard Waste Storage Area
The City of Mebane performs curbside yard waste pickup for its residents. This
material is stored in an area southeast of the main building. The yard waste is
periodically ground into mulch and used for City landscaping. There is a thick
vegetative buffer between the edge of the storage area and MoAdams Creek to the

east. The potential for stormwater pollution from this site was determined to be
minimal.
Leaf Collection Storage Area
The City also provides curbside leaf collection. The collected leaves are stored in an
area west of the fueling area where they compost. The potential for stormwater
pollution from this site was determined to be minimal.
General Best Management Practices
Ensure Standard Operating Procedures (SOP) for spill cleanup are posted at all
places where spills may occur (ex. Waste oil storage tank, fueling area, salt storage).
Observe all general best management practices to reduce the overall potential for
stormwater pollution.
5.8 Wastewater Treatment Plant
The WWTP has had a NPDES Industrial Stormwater Permit and Stormwater
Pollution Prevention Plan (SWPPP) since 2003. The SWPPP addresses such
items as material storage and handling, spill prevention, spill response,
preventative maintenance, and employee training. As part of this inspection, the
permit and SWPPP were reviewed to determine if the WWTP was meeting the
requirements set out in both. Stormwater inspections have been performed and
are up to date; also regular outfall monitoring and ongoing visual inspections
show no stormwater pollution at any of the WWTP outfalls.
5.9 Arts and Community Center
The Mebane Arts and Community Center (MACC) contains meeting rooms,
offices, and a gymnasium. Activities associated with the operation of the MACC
do not involve materials that are a potential source of stormwater pollution. The
Parking lots and storm drainage system appear to be in good condition. The
potential for stormwater pollution from this site was determined to be minimal.
5.10 Parks and Recreation Department
This department has an office in the MACC and provides athletic leagues,
events, and leisure services. This department uses and maintains four soccer
fields and four baseball/softball fields on the north and southwest sides of the
MACC. Professional landscapers are contracted to apply fertilizers or herbicides
required for field maintenance. There is a small shed located at the back of the
complex where lawn mowers and a gator are kept, everything in the shed was
well maintained and things were properly stored in a fire safe cabinet. One piece
of older equipment was located on the exterior of the building, no visible signs of
leaking. The potential for stormwater pollution from use of these fields was

determined to be minimal. In addition, the parking lots and storm drainage
system are in good condition.
5.11 Recreation Center
The Recreation Center contains meeting rooms, offices, tennis courts, and a
playground. Activities associated with the operation of the Recreation Center do
not involve materials that are a potential source of stormwater pollution. The
Parking lots and storm drainage system appear to be in good condition. The
potential for stormwater pollution from this site was determined to be minimal.
5.12 Lake Michael Park
The Parks and Recreation Department operate Lake Michael Park. Activities at
this park include fishing, walking, small non -motorized boat rentals, and group
camping. The park has two water quality devices which require routine annual
maintenance. The first is a sodded bio-retention basin that needs to have trash
removed from its surface regularly and requires an annual inspection of its dam,
outlets and surrounding areas. The second is a Contech Hydrodynamic
Separator (HDS) adjacent to the second parking lot. The HDS unit needs to be
inspected on a regular basis for sediment, leaf, and other debris. The potential
for stormwater pollution from activities at the park was determined to be minimal.
5.13 Holt Street Park
This small fenced park has only picnic facilities. The potential for stormwater
pollution from this park was determined to be minimal.
5.14 City Owned Wastewater Pump Stations
The City owns and operates 15 wastewater pump stations. Although each pump
station is unique, they all consist of a wet well fed by a gravity sewer line (or
lines), either submerged or dry pit pumps, and an emergency generator. Fuel for
the generators is diesel, propane, or natural gas. The diesel generators have an
internal double -wall sub -base fuel tank. Nine of the pump stations use the
chemical Nitro-Nox to control odors. The Nitro-Nox is stored in a polyethylene
double walled tank on a concrete slab.
Other than the potential of a stream impact due to a pump station failure, there
was no significant potential for stormwater pollution at any of the pump stations.
All pump stations are checked daily by public works or WWTP personnel.
6. GENERAL BEST MANAGEMENT PRACTICES
The following general BMPs will be implemented to minimize the potential for
stormwater contamination from everyday operations at City owned facilities.

6.1 Vehicle and equipment storage
Remove and dispose of all unused vehicles and equipment, if possible. If
vehicles and equipment are to be stored outside for longer than a month, drain
fluids. When practical, cover equipment and divert storm water around the
equipment.
6.2 Sweeping
Increase City-wide street sweeping to cover all curb and gutter within the City
every 2 months. In addition, sweep all the paved areas around the main building
and fueling areas at the public works facility once a week. Dirt and debris
collected during the sweeping will be disposed of at the landfill.
6.3 Waste Disposal
• All wastes (including solid waste, waste oil, empty drums) generated by
the City will be properly disposed of via outside contractors.
• Wastes will be stored in containers sealed from precipitation or stored
under cover or inside buildings.
6.4 Outdoor Material Storage
• Remove and dispose of all unnecessary materials, equipment, and debris.
• Store materials on pallets or elevated platform to prevent corrosion.
• Cover materials with tarps to minimize exposure.
• All empty containers stored outside will be tightly sealed and the outside
free of contamination.
6.5 Good Housekeeping Practices
• Work, storage, and vehicle parking areas are to be kept clean and orderly.
• Routine maintenance and cleaning of areas that are exposed (or have the
potential to be exposed) to stormwater runoff will be performed to
minimize stormwater pollution.
• Sweep or dry mop when cleaning outdoor areas. Avoid washing or hosing
down the area.
• Clean up spills promptly.
• Ensure Standard Operating Procedures (SOP) for spill cleanup are
posted.

8. Annual Inspection Program
Annual inspections of all City owned facilities will be conducted and this plan
reviewed. The effectiveness of the BMP's implemented during the previous year
will also be evaluated. Based on the results of the inspections and BMP
evaluation, this Operation and Maintenance Plan will be updated and modified to
ensure the risk of stormwater pollution from City operations is minimized.
9. Employee Training
An employee training program has been developed and implemented to educate
public works employees about the requirements of this O&M Plan. This
education program will include background on components of the O&M Plan and
hands-on training in spill prevention and response, good housekeeping, proper
material handling, disposal and control of waste, washing, and inspection
procedures.
All new employees will be trained within one week of their start date.
Additionally, all employees will be required to participate in an annual refresher
training course. The training program will be reviewed annually by the Plan
Coordinator to determine its effectiveness and to make any necessary changes
to the program.
10. RECORD KEEPING
Annual Inspection forms, training records, information on all BMP's implemented,
and any waste and/or recycling receipts shall be maintained on site for a
minimum of five years.
