Illicit Discharge Violation
City of Mebane
On November 15, 2012 the City of Mebane received a complaint about a pollutant from your
driveway entering the City's storm drainage system. Per the City's Stormwater Permit and under
the City's Illicit Discharge Detection and Elimination Ordinance and Program the City is
required to investigate all complaints concerning illicit discharge and/or pollutants to the
stormwater system.
Illicit Discharge Violation
On the morning of November 16, 2012, I observed what appears to be extraneous sea salt,
probably from an aquarium, that has been washing off and running into the storm drain in front
of your property. This storm drain drains into Haw Creek and salt and other pollutants can
negatively impact the stream's ecological and biological processes. This represents a violation of
the City's Illicit Discharge Detection and Elimination (IDDE) Ordinance and is punishable by a
fine.
Requested Response
The City of Mebane requests you do the following:
1. Remove the granular pollutant through sweeping, vacuuming, or some other removal that
does not involve washing the pollutant downstream. Washing the pollutant into the storm
drainage system is not acceptable.
2. Place the old bucket of sea salt somewhere that will not be susceptible to rain water.
3. Provide pictures and notify the City of Mebane or myself at the point this is completed.
Timeframe
Due to the nature of pollutants and stormwater, please remove the pollutants by noon on Tuesday
November 20th and/or before a rain event that may wash the pollutant downstream. If this is not
completed prior to a rain even or Tuesday November 20ffi the City may remove the pollutant on
its own and may assess you a fine to cover the cost of this removal.

were sand based with no major issues. Materials were removed as well.
