EROSION CONTROL NOTES
1. REFER TO GENERAL NOTES SHEET C-102.
2. A PRE -CONSTRUCTION MEETING IS REQUIRED FOR THIS PROJECT.
3. EROSION CONTROL MEASURES SHALL BE MAINTAINED DURING THE ENTIRE LIFE OF THE PROJECT.
4. CONTRACTOR SHALL CONDUCT GRADING OPERATIONS IN A MANNER THAT ENSURES NO SEDIMENT IS ALLOWED OFF -SITE. IT IS THE CONTRACTOR'S
SOLE RESPONSIBILITY TO ENSURE THAT NO SEDIMENT IS ALLOWED OFF -SITE. IF ADDITIONAL MEASURES ARE REQUIRED, THE CONTRACTOR SHALL
NOTIFY THE ENGINEER IMMEDIATELY TO DISCUSS DESIGN MODIFICATIONS.
5. ALL STREETS ADJACENT TO AND IN FRONT OF THE PROJECT SHALL BE KEPT CLEAN AT ALL TIMES OR A WASH STATION MAY BE REQUIRED AT THE
CONTRACTOR'S EXPENSE.
6. CONTRACTOR SHALL CONSTRUCT DIVERSION DITCHES AND BERMS TO ENSURE ALL RUN-OFF IS DIRECTED TO AN EROSION CONTROL MEASURE.
7. ALL TEMPORARY AND PERMANENT GROUND COVER SHALL BE ESTABLISHED PER THE UPDATED NCDENR REQUIREMENTS. SEE CHART ON THIS SHEET.
8. TREE PROTECTION FENCING SHALL BE INSTALLED AND INSPECTED AND BMP OUTLET STRUCTURES MUST BE ON -SITE PRIOR TO THE ISSUANCE OF A
GRADING PERMIT.
9. TREE PROTECTION FENCING SHALL NOT BE MOVED AND THERE SHALL BE NO ENCROACHMENT INTO SUCH PROTECTED AREA(S) WITHOUT WRITTEN
AUTHORIZATION OF THE TOWN'S ZONING COMPLIANCE STAFF. ANYACTIVITY (LANDSCAPING, FENCING, OR UTILITY INSTALLATION) SHOWN ON THE
APPROVED PLANS IN A TREE PROTECTION AREA SHALL ALSO NOT OCCUR WITHOUT WRITTEN AUTHORIZATION FROM THE TOWN'S ZONING COMPLIANCE
STAFF. ANY UNAUTHORIZED ENCROACHMENT OR DISTURBANCE WITHIN THE BOUNDARIES OF A TREE PROTECTION AREA SHALL AUTOMATICALLY
RESULT IN FINES AND THE REPLACEMENT OF ANY DAMAGED VEGETATION IN ACCORDANCE WITH THE LAND DEVELOPMENT ORDINANCE.
10. ALL CATCH BASINS SHALL BE PROTECTED PER DETAILS, UNLESS NOTED OTHERWISE.
11. TOPSOIL SHALL BE STRIPPED AND STOCKPILED AND MAY BE USED FOR BERMING IN THE STREETSCAPE BUFFER OR PLACED IN NON STRUCTURAL FILL
AREAS.
12. ANY CUT OR FILL SLOPE THAT IS 2:1 OR GREATER SHALL BE STABILIZED WITH PERMANENT SLOPE DETENTION DEVICES OR A SUITABLE COMBINATION
OF PLANTINGS AND RETENTION DEVICES. SLOPES GREATER THAN 3:1 SHALL NOT BE STABILIZED WITH TURF GRASS BUT MUST BE STABILIZED WITH
VEGETATION THAT REQUIRES MINIMAL MAINTENANCE SUCH AS WEEPING LOVE GRASS, RED FESCUE OR OTHER APPROVED VARIETY. 2.5:1
13. CONTRACTOR SHALL WALK THE SITE WITH THE OWNER'S REPRESENTATIVE PRIOR TO COMMENCING GRADING OPERATIONS TO IDENTIFY ANY TREES
(IN ADDITION TO CHAMPION TREES NOTED ON THESE PLANS) THAT ARE DESIRABLE TO SAVE. TREES SHALL BE MARKED AND A REASONABLE EFFORT
SHALL BE MADE TO SAVE IDENTIFIED TREES.
14. ALL STOCKPILES SHALL BE PROTECTED ON DOWNSTREAM SIDES WITH SILT FENCE.
15. CONTRACTOR SHALL ENSURE THAT PERMANENT GROUND COVER WILL BE ESTABLISHED IN 15 WORKING DAYS OR 90 CALENDAR DAYS, WHICHEVER IS
SHORTER.
16. THE STORMWATER CONVEYANCE SYSTEM SHALL BE BUILT UP TO STRUCTURES USED AS RISER BASINS DURING CONSTRUCTION OF RISER BASIN.
STRUCTURE SHALL BE CORED FOR THE INSTALLATION OF A SKIMMER AND VALVE. AT TIME OF FINAL GRADE STABILIZATION, THE SKIMMER AND VALVE
SHALL BE REMOVED AND THE STRUCTURE GROUTED.
17. BRIDGEMAT (OR SIMILAR) SHALL BE USED FOR STREAM CROSSING OF CREEK TO ALLOW ACCESS FOR WORKING ON THE WESTERN PORTION OF THE
SITE. THE CROSSING, AND ANY OTHER CONSTRUCTION ACTIVITIES, SHALL BE DONE IN A MANNER THAT ENSURES NO DISTURBANCE OF THE EXISTING
STREAM CHANNEL.
18. TO MINIMIZE DAMAGE TO EXISTING TREES LOCATED NEAR THE INTERIOR EDGE OF TREE PROTECTION AREAS, THE CONTRACTOR SHALL CUT
TRENCHES, A MINIMUM OF TWO FEET DEEP, ALONG THE LIMITS OF DISTURBANCE IN ORDER TO CUT, RATHER THAN TEAR, EXISTING ROOTS.
19. CONSTRUCTION ENTRANCES MUST BE MODIFIED TO ACHIEVE ADA COMPLIANCE WHERE APPLICABLE.
20. ALL WETLAND IMPACTS SHALL BE PERMITTED THROUGHT THE USACE AND TOS, AS REQUIRED.
21. TO MINIMIZE DAMAGE TO EXISTING TREES LOCATED NEAR THE INTERIOR EDGE OF TREE PROTECTION AREAS. THE CONTRACTOR SHALL CUT
TRENCHES. A MINIMUM OF TWO FEET DEEP. ALONG THE LIMITS OF DISTURBANCE IN ORDER TO CUT. RATHER THAN TEAR. EXISTING ROOTS.
PHASE 11 EROSION CONTROL CONSTRUCTION SEQUENCE.
1. ONCE GIVEN APPROVAL FROM EROSION CONTROL INSPECTOR, CONTRACTOR TO BEGIN STAGE 2 OF THE EROSION CONTROL PLAN.
2. SCHEDULE A PRECONSTRUCTION CONFERENCE WITH THE ENVIRONMENTAL INSPECTOR TO DISCUSS STAGE 2.
3. INSTALL STORM DRAINAGE AND UTILITIES, AND FINISH FINE GRADING THE SITE. ADJUSTING TEMPORARY SEDIMENT BASINS AS
NEEDED TO PREVENT EXCESS SEDIMENTARY RUNOFF AS THE SITE IS BROUGHT UP TO GRADE.
4. INSTALL INLET PROTECTION ON PROPOSED INLETS UPON COMPLETION OF INSTALLATION.
5. PREPARE SITE FOR PAVING.
6. BEGIN PAVING
7. IMMEDIATELY PERMANENTLY STABILIZE AREAS TO BE VEGETATED AS THEY ARE BROUGHT TO FINAL GRADE.
8. OBTAIN CONCURRENCE FROM THE EROSION CONTROL INSPECTOR THAT THE SITE HAS BEEN FULLY STABILIZED AND ALL
CONSTRUCTION HAS BEEN COMPLETED, THEN:
8.1. REMOVE ALL REMAINING TEMPORARY EROSION AND SEDIMENT CONTROL BEST MANAGEMENT PRACTICES (BMPS),
9. THE CONTRACTOR SHALL CONDUCT SELF -INSPECTIONS OF THE EROSION AND SEDIMENTATION CONTROL MEASURES AND COMPETE
THE FOLLOWING COMBINED SELF -INSPECTION FORM FOUND ON THE DEMLR WEBSITE

STORMWATER/NPDES%20GENERAL%20PERMITS/DEMLR-CSW-MONITORING-FORM-REV-
AUGUST-8-2019.PDF . TWELVE MONTHS OF COMPLETE INSPECTION FORMS SHALL BE KEPT ON -SITE AND
AVAILABLE FOR INSPECTION AT ALL TIMES. IT IS RECOMMENDED A COPY BE KEPT IN A PERMITS BOX.
10. APPROVED/CERTIFIED INSPECTOR/PROFESSIONAL ENGINEER SHALL INSPECT ALL PHASE II EROSION CONTROL FEATURES WITHIN 7
DAYS OF COMPLETION OF INSTALLATION.
11. WHEN THE PROJECT IS COMPLETE, THE PERMITTEE SHALL CONTACT DEMLR TO CLOSE OUT THE E&SC PLAN. AFTER DEMLR INFORMS
THE PERMITTEE OF THE PROJECT CLOSE OUT, VIA INSPECTION REPORT, THE PERMITTEE SHALL VISIT DEQ.NC.GOV/NCG01 TO
SUBMIT AN ELECTRONIC NOTICE OF TERMINATION (E-NOT). A $100 ANNUAL GENERAL PERMIT FEE WILL BE CHARGED UNTIL THE
E-NOT HAS BEEN FILLED OUT."
NOTE: THE GENERAL CONTRACTOR MAY COMPLETE CONSTRUCTION -RELATED ACTIVITIES CONCURRENTLY, ONLY IF ALL PRECEDING
BMPS AND STABILIZATION ACTIVITIES HAVE BEEN COMPLETELY INSTALLED. THE CEC MUST APPROVE, IN WRITING, ANY CHANGES IN THE
ABOVE IMPLEMENTATION SEQUENCE, BEFORE THEIR IMPLEMENTATION BEGINS.
THE ESTIMATED DATES OF IMPLEMENTATION OF POLLUTION CONTROL MEASURES SHALL BE DOCUMENTED BY THE CONTRACTOR.
