Description of existing facilities: Water treatment plant processing water from the Cape Fear river for
human consumption. Water plant consists of intake structure, 60 MG settling reservoir, flocculation basins,
filtration and disinfection prior to distribution.
Proposed flow: 1,400 Dry Tons/year (managing only the Water Treatment plant alum residual)
Current permitted flow: 2,400 Dry Tons/year (this includes the lime stabilized residuals generated by the
South Harnett Regional WWTP. The dewatered residuals from S. Harnett are included in the Attachment
A for the N. Harnett WWTP land application permit — WQ0007066 and will be removed from the WTP
permit during this permit renewal).

V. ADDITIONAL REGIONAL STAFF REVIEW ITEMS
Due to the need to expand the N. Harnett Regional Wastewater Treatment plant; Harnett County has installed
two 600K holding tanks and constructed an enclosed structure with two centrifuges to dewater wastewater
residuals generated by the N. Harnett WWTP and residuals stored in the on -site lagoon (former facultative
lagoon used by the Town of Lillington, original owner the of wastewater treatment plant). One tank is
dedicated to wastewater residuals and one tank is dedicated to residuals received from the Harnett Water
Treatment Plant. 90 plus days of residuals storage (both wastewater and water treatment) is available within
the structure constructed. See attached photos and site map.
Currently, Harnett County is transporting cake residuals to the Sampson County Disposal landfill (DWM/82-
02 MSWLF) for disposal from the N. Harnett WWTP, S. Harnett Regional WWTP and Harnett WTP. Harnett
County is also exploring the option to take cake residuals to McGill Environmental in southern Sampson
County (DWR permit WQ0006816).
Harnett County has suspended land applying liquid residuals and their contract with Synagro. Harnett County
is reaching out to other land application contractors for bids to manage liquid residuals in the future. Until a
new land application contractor is retained, all residuals generated by Harnett County will be dewatered and
transported to the Sampson County Disposal or McGill Environmental.
