Now low-pressure residential style sewer systems are present on campus. The only sewer pumps on campus are located within individual buildings and act as a means to eject service wastewater to the corresponding gravity sewer mains. As such, these stations are considered part of the service connections rather than system pump stations. Information regarding these stations is provided below. High Priority Lines List The University currently operates aerial crossings of gravity sewer at three locations on campus. These locations are denoted on the Overall Map included with this submittal. It is understood that these lines are defined as "high priority" lines for purposes of this permit. Page 4 V.4. Annual Budget for Collection System The University operates as a part of the UNC system of Universities throughout the State. As part of the UNC system, ECU is required to formulate and submit an overall budget for its operation each year. As such, monies are allocated to the University by the UNC system and the State Legislature. In addition to this funding, the University also operates on tuition and student fees. There is not a separate budget identified for strictly collection system use. The following page contains the most recent pertinent fiscal year annual reporting document. Page 5 East Carolina University Main Campus Wastewater Collection System Permit Number WQC500244 Fiscal Year 2018-2020 Annual Report East Carolina University operates and maintains a wastewater collection system under permit number WQC500244 issued by the Department of Water Quality, North Carolina Department of Environment and Natural Resources. This system consists of approximately 3.8 miles of gravity sewer, and all associated piping, valves, and appurtenances required making a complete and operational wastewater collection system to serve the Main Campus of East Carolina University. As a requirement of the North Carolina Department of Environment and Natural Resources Division of Water Quality wastewater collection permit WQC500244 and since we exceed an average annual flow greater than 200,000 gallons per day, we are required to submit an annual report summarizing the performance of the collection system and the extent to which the collection system has violated the permit or federal or State laws, regulations, or rules related to protection of water quality. This annual report covers the 2018 - 2020 fiscal year. During the fiscal year, 2018-2020, this collection system was operated in compliance with the permit and Federal/State laws, regulations, and rules. Derrick Anderson has completed the Water Pollution Control System Operators course for Collections III and has taken and passed the exam. He currently is the ORC of Facilities East Main Campus. There were no sanitary sewer overflow experienced in the 2018-2020 fiscal year, rneaning that no waste water escaped from the system. Wastewater collected by this system is discharged to the Greenville Utilities sewer system where it is treated and discharged into the Tar River. Over the past five years, East Carolina University has expended considerable resources to improve the collection system by replacing old terracotta lines and the repair/replace manholes. This summer we replaced approximately 1000' of sewer line and replaced existing terracotta sewer line with ductal iron and pvc truss pipe along with installing several new manholes as well. At least 20% of the gravity sewer lines are cleaned and inspected with a video camera along with known trouble spots. In 2018, the 5 year capital improvement plan for the wastewater collection system was updated. We have started a project for GIS mapping of the Main Campus wastewater collection system. During the fiscal year, 2018 / 2019, there were no violations of the permit or federal or State laws, regulations, or rules related to the protection of water quality. Response Action Plan Complaints Complaints are calls or other notifications that are received that are not an emergency or of an urgent nature. Complaints will typically be placed by staff or students/residents that may be experiencing problems with their water or sewer service. When a complaint is received, the procedure below is to be followed. The person receiving the complaint shall record the following information: • Call Date/Time • Caller Contact Information • Description and Location of Problem Once all the proper information is recorded, the person receiving the call will alert the ORC, or in the event the ORC cannot be reached, the Back-up ORC. The designated ORC/Back-up ORC shall coordinate response efforts along with any other necessary staff. • ORC: Derrick Anderson, andersond(a�ecu.edu, (252) 328-4046 • Backup ORC: Jesse Fields, fieldsjl4©ecu.edu, (252) 521-2622 Emergencies/SSOs Emergencies are of an urgent nature and require immediate action. Notification of emergencies may come from staff or students/residents and should always be recorded. In case of emergency (including an SSO), the following steps should be taken to notify the necessary parties and to begin the response action. 1. The person receiving the call shall record the necessary information, including: a. Call Date/Time b. Caller Contact Information c. Description and Location of Problem 2. The person receiving the call shall contact the ORC. If the ORC cannot be reached, the Back-up ORC shall be contacted. 3. The ORC/Back-up ORC shall coordinate response efforts along with any other necessary staff, these persons shall be known as the Response Action Team (RAT). The ORC will be responsible for all documentation and reporting of SSOs. 4. See the following Response Action Plan (RAP) for further details on handling emergencies. Page 8 Response Action Plan The Response Action Plan (RAP) shall conform to all conditions of the System -Wide Collection System Permit. All SSOs shall be documented, whether considered "reportable" or not. Any "reportable" SSOs shall be reported to the state on the State form CS-SSO within five days of the first knowledge of the SSO, or as required by the NCAC. As much information should be recorded about the SSO as possible. All SSO records shall be kept for a minimum of ten years after resolution/cleanup activities are complete. The RAT shall conduct an on -site evaluation for all SSOs as soon as possible, but no more than two hours after the first knowledge of the SSO. Any SSOs should be isolated and cleaned up according to all current NCAC and federal rules. Digital pictures shall be taken during the SSO if it is ongoing and throughout the entire isolation, clean-up, and restoration process. The digital pictures shall be kept for the duration of the SSO record - keeping. The RAT shall ensure that complete system operation has been restored, all visible solids and paper are removed from the lines, and all the surrounding ground area is restored before considering the SSO resolved. The RAP is composed of the following minimum guidelines: a. Any type of spill, whether reportable or not reportable, must be documented on NCDEQ Form CS-SSO. Completed CS-SSO forms shall be kept on file for a minimum of ten years. b. Spills that are reportable shall be reported according to current NCAC regulations and using the most current reporting forms provided by NCDEQ. c. Response times to SSOs shall be minimized as much as possible. All SSOs shall have a response action initiated within an hour of becoming aware of the SSO. d. Emergency response -related inventory deemed necessary by the ORC shall be maintained at all times. e. The ORC and Back-up ORC shall have 24-hour access to all equipment including clean-up related supplies kept in inventory. f. ECU Campus Operations shall maintain on -going relationships with at least one general contractor capable of repairing any component in the collection system and an engineering firm familiar with the operation, maintenance, and repair of the collection system. The contact information for these two groups shall be accessible at all times in the case of an emergency. g. Emergency funds (contingency) shall be provided by maintenance budgets included in the CIP. h. All site sanitation and clean-up materials shall be maintained at all times. i. After clean-up actions have been taken, the ORC Back-up ORC, and Associate Vice Chancellor for Campus Operations shall meet on site to assess clean-up efforts and determine if additional clean-up or restoration is needed. All discussions and conclusions regarding the clean-up shall be recorded. Page 9 VI.4. Contingency Plan The University's collection system does not include any pump stations. Therefore, there is no pump station contingency plan in place. Page 10 VI.6. Comprehensive Collection System Map A comprehensive collection system Overall Map has been included with this submittal. The University recently completed a GIS Mapping and Viewing project, which includes all collection system gravity sewers, manholes, and associated appurtenances. Potential Compliance Issues There are no known compliance issues.
