In -Situ Groundwater Remediation Injection Work Plan

Dear Ms. Delaney:
The Underground Injection Control Program has reviewed the above referenced work plan for
In -situ groundwater remediation injection received on July 27, 2018 (bound hard copy). The
proposed injection project as presented in the work plan substantively meets relevant state
regulatory requirements (15A NCAC 2C.0200) for construction and operation of injection wells.
Due to the site's coverage under the Comprehensive Environmental Response, Compensation,
and Liability Act (CERCLA), the state's administrative permitting requirements have been
waived for this project. However, please submit a technical report summarizing the project and
monitoring data upon completion of the injection project along with injection well construction
records (GW-1) and well abandonment records (GW-30), if applicable. Tracking number
WI0800235 has been assigned to this project. Please use this number on future correspondence.

Dear Mr. Rogers,
Please find 2 hard copies of the OU#15, Site 88 Sampling and Analysis Plan (SAP) for
Zone 1 and 3 Treatability Studies (TS) in the Source and Leading -edge Groundwater Plumes, MCB,
Camp Lejeune, NC, CERCLA Verification.
This Treatability Study SAP includes a copy of the UIC unsigned Permit for informational
purposes, to simplify your review of the proposed injections, in the format that UIC has established.
I emailed an electronic copy of the document with a waiver letter to you in April early May. I am
including a copy of the CERCLA Site exemption waiver letter with this cover letter and attached
documents. Please let me know if you need any additional information.

Dear Mr. Rogers,
This letter is to certify that the Sampling and Analysis Plan (SAP) for Zone 1 and 3 Treatability Studies for
source and leading -edge Groundwater Plumes at Operable Unit #15, Site 88 at Camp Lejeune, MCB,
Superfund Site located in Jacksonville, NC is being conducted under the CERCLA program. Per N.C.G.S.
130A.310 (e), "For any removal or remedial action conducted entirely on site under this Part, to the extent
that a permit would not be required under 42 U.S.C. § 9621(e) for a removal or remedial action conducted
entirely on site under CERCLA/SARA, the Secretary may grant a waiver from any State or local law or rule
that requires that an environmental permit be obtained from the Department." Per this statute, MCB Camp
Lejeune would like to obtain a Letter of Consent to Inject, for this pilot study, rather than a Class 5I UIC
Permit. I concur with this request.
An electronic copy of the Class 5I UIC Permit application is included with this letter. The attached permit
application is for your review information only. The substantive requirements of the UIC Sections Injection
permit will be met under CERCLA. I will forward a copy of the Completion Report to provide the results
when the work is complete.
