Dear Mr. Lynch:

Subject: Retraction of Sewer Line Moratorium
Demonstration of Future Wastewater Treatment
Capacities
NPDES Permit NC0026441
Town of Siler City — Siler City WWTP
Chatham County
On May 19, 2021, the Division issued a sewer line moratorium against Town of Siler City — Siler City WWTP.
The moratorium was based upon a review of your self -monitoring reports, which indicated flow at the subject
facility exceeded the 80% threshold of the current treatment capacity for calendar year 2020. Subsequent to your
receipt of the moratorium, Mr. David Honeycutt with McGill Associates contacted the Division and provided a
Preliminary Engineering Report which outlines the Town's current plan to improve the wastewater treatment
plant and increase capacity.
Based on a review of the information submitted to the Division, the Town of Siler City has met the requirements
of 15A NCAC 02T .0118, "Demonstration of Future Wastewater Treatment Capacities". The Division hereby lifts
the sewer line moratorium imposed against the Town of Siler City — Siler City WWTP for exceeding the 80%
threshold of the current treatment capacity. Please note that future moratoriums may still be imposed for
exceeding 90% threshold of the current treatment capacity or if the facility demonstrates it is unable to
sufficiently treat the volume of wastewater entering the facility.
Thank you for your prompt attention to this matter. If you have any questions about this letter or discharge
monitoring reports, please contact Sydney Carpenter of my staff at 919-707-3712 or via e-mail at
