Sullins, Deputy Director Division of Water Quality January 6, 2004 Mr. Randy McElveen Superfund Section - Division of Waste Management 1646 Mail Service Center Raleigh, NC 27699-1646 Subject: Fenton's Reagent and Permanganate Injections at Camp Lejeune Site 35 Dear Mr. McElveen: The Underground Injection Control Group of the Groundwater Section of DWQ has reviewed the Draft Pilot Study Work Plan for injections of Fenton's reagent and permanganate at Site 35 of the US Marine Corps Base — Camp Lejeune, received on October 3, 2003. The proposed injection project as presented in the Draft Pilot Study Work Plan meets relevant state regulatory requirements (15A NCAC 2C.0200) for construction and operation of injection wells. As with all Fenton's reagent injections, we urge caution and careful monitoring during the injection. All data on the nature and extent of subsurface contamination should be carefully reviewed prior to commencing the injection. During injection, peroxide concentrations should be limited to the minimum necessary and subsurface conditions should be carefully monitored for signs of build up of pressure and gases. Due to the site's status as a National Priorities List site, the state's administrative permitting requirements have been waived for this project. A technical report summarizing the project and including monitoring data should be submitted to the UIC Program upon completion of the injection project. The effort is being completed in hopes that we can reduce the source "hot spot" of the TCE at this site to the 2L Standard or at a minimum significantly reduce time it takes to reduce the source plume to the standard. Please review the attached Pilot Study Work plan for the proposed injections. If you need additional groundwater data of hydrogeology please drop by our office and get copies of any of the remedial investigation work. You may also contact Rich Bonelli with Baker Environmental and he may be able to provide electronic data or RI information. I will email this letter to you and copy Rich Bonelli. We are scheduled to start this injection work in late November, early December.
