HomeMy WebLinkAboutSW6210204_Add Info_20210331ROY COOPER Governor DIONNE DELLI-GATTI Secretary BRIAN WRENN Director Francis Slinsky, PE 5410 Trinity Road Raleigh, NC 27607 NORTH CAROLINA Environmental Quality March 31, 2021 Subject: Request for Additional Information Stormwater Permit No. SW6210204 NCNG Raeford POV & MOV Expansion Hoke County Dear Mr. Slinsky: The Division of Energy, Mineral and Land Resources (DEMLR), received a Stormwater Management Permit Application for the subject project on February 22, 2021. A review of that information has determined that the application is not complete. The following information is needed to continue the stormwater review: 1. Per NCDOT (https://www.ncdot.aov/divisions/aviation/Panes/nc-ailports.aspx), this project is not located within 5 miles of a public airport (Section II, 5 of the Application). Please either provide the name of the airport that is located within 5 miles of this project or revise the Application. 2. Please provide the original, signed copy of the Application (Section VI, 1). If it is not possible to provide the original, signed copy of the Application (Due to the ongoing Covid pandemic) we will accept the provided signed electronic copy. 3. Please provide the original, signed copy of the O&M Agreement Form (Section VI, 3). If it is not possible to provide the original, signed copy of the O&M Agreement Form we will accept the provided signed electronic copy. 4. Please provide a signed & sealed hard copy of the design calculations (Section VI, 7). 5. Please sign the plans (Section VI, 8). 6. Per General MDC #1 (15A NCAC 02H .1050(1)), the SCM must be sized to take into account the runoff at build out from all surfaces draining to the system. The way the SCM is currently set up, the entire drainage area to the SCM is not accounted for (Part of it is bypassed in the flow splitter/control weir). Revise as needed. If you would like more specific comments on what should be changed, please let me know how this issue will be corrected. 7. Please correct the following issues with the Supplement-EZ Form, Storm Filter Page: a. Line 3 — This is a requirement (see earlier comment). b. Line 33 — There appears to be a flow -splitting device used. 8. Provide pdfs of all revisions, 2 hardcopies of revised plan sheets, and 1 hardcopy of other documents. a. Pdfs must be uploaded using the form at: hgps://edocs.deq.nc.gov/Forms/SW Project Submittal b. Hard copies must be mailed or delivered to the following address: Jim Farkas 512 N. The requested information should be received by this Office prior to April 30, 2021, or the application will be returned as incomplete. The return of a project will necessitate resubmittal of all required items, including the application fee. Please reference the State assigned project number SW6210204 on all correspondence. If you need additional time to submit the information, please submit your request for a time extension to the Division at the contact below. The request must indicate the date by which you expect to submit the required information. The Division is allowed 90 days from the receipt of a completed application to issue the permit. The construction of any impervious surfaces, other than a construction entrance under an approved Sedimentation Erosion Control Plan, is a violation of NCGS 143-215.1 and is subject to enforcement action pursuant to NCGS 143-215.6A.
